You (Eligible PolyU student) may be eligible for applying the TSFS if:


you are registered as a full-time student taking up an exclusively government-funded student place of one of the PolyU government-funded programmes1 in the 2021/22 academic year;



you have the right of abode in the Hong Kong Special Administrative Region (Hong Kong) or have resided or have had your home in Hong Kong continuously for three complete years prior to the commencement of the course2.

(Remarks: This does not cover students holding –

  • student visas/entry permits;
  • visas /entry permits under the Immigration Arrangements for Non-local Graduates; or
  • dependant visas/entry permits which were issued to them by the Director of Immigration when they were 18 years old or above.)
2 If you do not have the right of abode in Hong Kong (without the alphabet "A" beneath the Date of Birth field of the Hong Kong Identity Card), you should also provide a copy of your entry permits to Hong Kong, e.g. one-way permit/dependant visa, etc., with your applications. 


Your eligibility is restricted to only one eligible full-time course in any particular academic year.


If you are eligible to apply for assistance under the TSFS in the 2021/22 academic year, you may also apply for subsidy under the Student Travel Subsidy Scheme (STS).


If you are eligible to apply for assistance under the TSFS in the 2021/22 academic year, you are also eligible to apply for loan under the Non-means-tested Loan Scheme for Full-time Tertiary Students (NLSFT). The NLSFT provides non-means-tested loan to eligible students to settle their tuition fee payable. The maximum level of loan amount is equal to the tuition fees payable for the academic year. If you are going to join an overseas exchange programme in the 2021/22 academic year, you are still eligible for applying for assistance under the TSFS provided that you are still a recognized PolyU full-time UGC-funded or publicly-funded student paying tuition fee to PolyU.


If you have any arrears of grant and/or loan and/or student travel subsidy under any financial assistance/loan schemes administered by the government Student Finance Office (SFO), your application for financial assistance / loan will be considered by the Controller, SFO on individual merits.

1 Remarks


Normally, you are required to pay a flat annual tuition fee of HK$31,575 (for Higher Diploma students) or HK$42,100 (for Bachelor Degree students).


If there is change of your student status, you may no longer be eligible for the assistance under the TSFS and STS. Upon the change is confirmed, you should immediately notify the Student Finance Office (SFO) in writing and be prepared for the repayment of the overpaid assistance, if any.

Calculation of Financial Assistance

Depending on your financial circumstances, you may be eligible for a grant and/or loan ranged from 0% to 100% of the maximum grant/loan.

The maximum grant for PolyU students is derived from the tuition fee and academic expenses. It thus varies according to the course of studies pursued. On the other hand, the maximum loan is the same for all students and is intended to help towards students' living expenses.

As to what percentage of the maximum grant/loan an applicant may obtain, it is calculated according to a two-tier means-testing mechanism.

In the first tier (i.e. the income test), an Adjusted Family Income (AFI) is derived for the applicant by the following formula:

Gross annual income of the family




Number of family members + 1

(For single-parent families of 2 to 3 members, the "plus 1 factor" will be increased to 2)

The AFI will then be applied to a Ready Reckoner that sets out the percentage of the maximum amount of grant/loan in relation to each AFI group.

The amount of grant/loan derived from the income test will then be subject to the second tier asset test (i.e. the asset test), which involves an adjustment in accordance with the Asset Sliding Scale.

2021/22 Grant and Loan Entitlement for PolyU Students

For PolyU students, the level of grant and loan is calculated depending on the family's financial circumstances of the student's family (basically it is subject to student's Adjusted Family Income (AFI) and family asset level), the tuition fees payable and the discipline the student is studying. You may refer to the Maximum Grant and Loan Levels for PolyU students in 2021/22 for reference.

Submitting Application for 2021/22


Starting from 12 April 2021, eligible applicants can submit electronic application for the 2021/22 “Tertiary Student Finance Scheme – Publicly-funded Programmes (TSFS)” via the online platform “SFO E-link – My Applications” (ess.wfsfaa.gov.hk). 

After submitting online application form, you must submit the signed declaration and the required supporting documents to the SFO within 7 days.

The normal applicaiton period is over, however, you can consider submitting late application.

For new local full-time government-funded students of taught programmes admitted in 2021/22

Late submission after the official deadline

You can try to submit late application via "SFO E-link - My applications" (ess.wfsfaa.gov.hk) as soon as possible. However, late application may lead to late release of entitled assistance, if any. Also, SFO will accord priority to those applications with complete information submitted on or before the deadline.


For local full-time government-funded research students

Starting from 2018/19 academic year, the Government has provided tuition waiver for all local students enrolled in UGC-funded Research Postgraduate (RPg) programmes (www.ugc.edu.hk/eng/rgc/funding_opport/tws.html). All local students enrolled in UGC-funded RPg programmes are provided with tuition waiver. Therefore, please note that eligible students who pass the means-test under TSFS will only be offered the academic expense grant and living expense loan, if any.


The normal applicaiton period is over, however, you can consider submitting late application.

Submitting Required Document for 2021/22

If you submit the required documents by mail, please ensure your mail items bear sufficient postage with return address before posting. Underpaid mail items are subject to surcharge by Hongkong Post. Underpaid mail items will be returned to the sender (with return address) or disposed of (without return address) by the Hongkong Post. For proper delivery of your mail items to the SFO, and to avoid unnecessary delivery delay or unsuccessful delivery, please ensure that your mail items bear sufficient postage with return address before posting. by hand to the government SFO drop-in box at PolyU SAO (Room QT308, 3/F, Core T) between 20 Sept and 28 Oct 2021 (Collection time: Mon - Fri: 9 am to 12.30 pm & 2 pm to 5.45 pm; except public holidays).



In case there is / are supporting document(s) not yet available, you must fully state in Step 12 “Additional Information”. Once the said document(s) is / are available, you must take the initiative to submit it / them immediately to the SFO by fax / mail / in person. 


Please note that at the time of submitting application, if you fail to report / attach the required information / supporting documents in / to your application, and the information / supporting document is only reported / provided upon SFO’s enquiry, this would be treated as a misrepresentation and / or omission in your application.  Any misrepresentation or omission may lead to rejection of your application(s) and / or full recovery of financial assistance already offered. You and your family members may also be prosecuted

同學是否可獲得助學金及 / 或貸款,乃視乎你的家庭經濟狀況而定。你可以獲得最高助學金額或貸款額由 0% 至 100% 不等。

理大同學的最高助學金額是根據學費及學習支出計算出來,視乎學生修讀的課程而定,所以款額不一。 貸款則為協助學生應付生活開支而設,所有學生可得的貸款額上限相同。









家庭成員人數 + 1


然後參照「調整後家庭收入」計算便覽 ,找出所屬的組別可得的最高助學金額或貸款額百分比,換算出經第一層審查後可得的款額。


若你想大約估計你可能獲得的資助額,可採用 「學資處電子通」 的 「財務試算機」作參考。

-   遞交網上申請後,請於七天內遞交已簽署聲明書及證明文件予「學生資助處」。

如有暫未能提供的資料/文件,必須在申請表格第12步「暫時未能提供的資料/ 證明文件」欄內列明並簽署作實。當所述資料 / 文件備妥,必須立即傳真 / 郵寄 / 親身送交「學生資助處」。


倘若你在遞交申請書時沒有申報 / 提供所需資料及 / 或證明文件,而有關資料 / 證明文件是在「學生資助處」查詢後才申報 / 提供,你的申請會被視作誤報或漏報資料處理。申請人本年度及往年的申請資格可能被取消及/或被要求全數歸還已發放的資助,申請人及 / 或其家人更可能被檢控
