Biography

Dr Yiu Hing-leung is a distinguished technology and business leader with over three decades of experience in advanced manufacturing, semiconductor technology, and corporate development. He has made significant contributions to Hong Kong’s industrial transformation and technological advancements. 

Dr Yiu held the position of Chief Corporate Development Officer at the Hong Kong Science and Technology Parks Corporation (HKSTP), overseeing a portfolio of more than 1,700 start-ups, technology, and manufacturing companies. Before that he served as the Head of Innofacturing / Re-industrialisation Division, leading major infrastructure projects and initiatives that revitalised Hong Kong’s industrial estates. Prior to that, he served as the Head of Advanced Manufacturing Division, he played a key role in developing the industrial ecosystem and securing government approval for the Microelectronics Centre (MEC) and CAiRS projects. Earlier in his career, Dr Yiu spent over 15 years at Motorola Semiconductor, where he rose to the position of General Manager, Asia – Networking and Computing Group. He was one of the key architects behind the groundbreaking "DragonBall" microprocessor, foundational to modern mobile computing technology, and is a holder of eight patents. 

Dr Yiu earned his Doctor of Business Administration (2011), Master of Science in Electronic Engineering (1996) and Bachelor of Engineering (Honours) in Electronic Engineering (1990) from PolyU. He later completed an Executive MBA, Master of Science in Finance, and Juris Doctor at the Chinese University of Hong Kong (CUHK) as well as LLM in IT&IP Laws at The University of Hong Kong (HKU) (2015). Dr. Yiu is currently a Fellow Member of The Hong Kong Institution of Engineers (HKIE), Advisor to the Hong Kong Electronic Industries Association (HKEIA), a Vice-chairman of International Advisory Committee, Research Institute for Advanced Manufacturing (RI-AM), PolyU, and a Member, of Departmental Industrial Advisory Committee, Data and System Engineering (DASE) Department of the University of Hong Kong. He was an Executive Committee Member of both the Hong Kong Automation Technology Council and the Hong Kong Electronics Industry Council under the Federation of Hong Kong Industries (FHKI). Dr Yiu continues to excel in bridging industry and academia. His leadership has been instrumental in advancing manufacturing innovation, nurturing start-ups, innovation ecosystem building, and driving sustainable industrial development in Hong Kong.
