Background

 

The URA x PolyU Igniting Social Innovation Competition 2026, jointly organised by the Urban Renewal Authority (URA) and the Department of Applied Social Sciences (APSS) of The Hong Kong Polytechnic University, aims to engage secondary school students in Hong Kong in exploring the characteristics of old districts and urban renewal issues through social innovation.

 

Focusing on real urban renewal projects, the Competition invites students to examine one of the designated redevelopment areas, namely the Sai Yee Street / Flower Market Road project and the Peel Street / Graham Street project, and to propose innovative, district-based solutions that respond to community needs and aspirations. By adopting an interdisciplinary approach across the social sciences and integrating emerging technologies such as artificial intelligence (AI), 360-degree cameras, and geospatial data, the Competition enables students to develop a deeper understanding of urban renewal challenges and how the enhancement of the built environment and development of local community combine to contribute to sustainable city development and the United Nations’ Sustainable Development Goals, particularly Sustainable Cities and Communities and Industry, Innovation and Infrastructure.

 

Objectives

 

1. Enhance students’ understanding of urban renewal and community challenges:

The competition aims to enhance secondary school students’ understanding of key urban renewal challenges in Hong Kong, including urban decay, ageing neighbourhoods, changing community needs, and the revitalisation of existing districts through new strategies such as the "3B" system, which intertwines the “Built environment”, “Business environment” and “local Bonding”. By working on real-life scenarios from the above-mentioned redevelopment projects, students will develop a more comprehensive understanding of the social, spatial, and community dimensions of urban renewal.

 

2. Develop creative problem-solving skills through social innovation and technology:

Participants will be encouraged to apply social innovation frameworks and creative thinking approaches, alongside tools such as AI, 360-degree cameras, and geospatial data, to analyse urban issues and generate innovative ideas. Through this process, students will learn how to transform observations and research into practical solutions that address real community challenges.

 

3. Foster collaboration, mentorship, and youth participation in public discourse:

By working in teams with guidance from university student mentors and professionals, students will engage in intergenerational collaboration and teamwork. The Competition provides opportunities for students to exchange ideas, receive feedback, and develop confidence in expressing their perspectives on urban renewal and community development, thereby strengthening youth participation in public discourse.

 

4. Connect local urban challenges to global sustainability goals:

The Competition aims to strengthen students’ awareness of the United Nations’ Sustainable Development Goals, particularly Sustainable Cities and Communities and Industry, Innovation and Infrastructure, and to highlight how local actions can contribute to sustainable urban development.

 

Competition Details

 

Eligibility:

Students at the senior secondary level or equivalent studying in Hong Kong, including: Local S.4 & S.5/ Year 11 & 12/ Grade 10 & 11

Each team can have four to six student participants

Each school can nominate more than one team

 

Phase 1: Training and Proposal Development

All participating teams will take part in Phase 1, which focuses on building foundational knowledge and developing initial project ideas.

 

Each team is required to complete team registration by 27 March 2026. Successful registrants will receive an email confirmation.

 

Training Sessions

All participating teams will attend two training workshops (18 April 2026 & 25 April 2026), during which students will gain exposure to both urban renewal knowledge and applied social innovation skills through training delivered by PolyU academic staff, URA professionals, and industry practitioners.

 

During the training sessions, students will learn about:

  • Urban renewal objectives and planning considerations of the designated project areas.
  • Place-making and community making concepts, with an emphasis on neighbourhood needs, aspirations and bottom-up approaches.
  • Social innovation and design-thinking approaches for developing place-based solutions.
  • Urban development and public policy relevant to place-making and community making.
  • Applied technologies, including AI, geospatial data and 360-degree immersive media, to support analysis and presentation.

 

Each team will be required to develop a preliminary proposal and propose an innovative, place-based solution that aligns with the planning objectives and redevelopment proposals of the designated redevelopment areas. Teams will be encouraged to conduct research, identify community needs, and formulate feasible strategies that respond to local aspirations. Feedback will be provided to support teams in refining their ideas and preparing for the mid-term presentation in the next phase.

 

Mid-term Proposal Presentation PPT Submission

After attending the training workshops, each team is required to revise and submit its proposal together with the presentation slides (PPT) by 16 May 2026.

 

Phase 2: Proposal Presentation and Shortlisting

All participating teams are required to deliver a proposal presentation addressing the following key components:

 

1. Identification of Urban Renewal Issues:

Teams will identify and explain a key urban renewal issue related to the designated redevelopment areas, namely the Sai Yee Street / Flower Market Road (YTM-013) project or the Peel Street/ Graham Street project (H18). The presentation should demonstrate understanding of planning objectives, local community needs, challenges, and aspirations.

 

2. Use of Technology to Present Ideas:

Teams should demonstrate how tools such as AI, 360-degree cameras, and geospatial data are used to analyse the selected issue and to illustrate the proposed place-making and/or community making solution in a clear and engaging manner.

 

3. Proposed Solution and Expected Outcomes:

The presentation should outline the proposed solution and briefly explain how it responds to the identified urban renewal challenges, contributes to community development, and aligns with the planning objectives of the designated redevelopment areas.

 

All teams will be invited to present their proposals in person at The Hong Kong Polytechnic University on 23 May 2026. Each presentation should be concise and focused, with a recommended length of no more than 10 minutes.

 

A judging panel will further select 8 teams to proceed to Phase 3 on a merit basis, considering the above three criteria. The shortlisting results will be announced by 29 May 2026.

 

Phase 3: Mentorship and Refinement

Following the mid-term presentation and shortlisting, the shortlisted teams will proceed to Phase 3, which focuses on further refining their proposed solutions and presentation materials.

 

During this phase, mentorship sessions will be conducted from June to July 2026 (TBC), during which teams will receive guidance from university student mentors and professionals. The mentorship sessions will support teams in consolidating feedback from the mid-term presentation, strengthening the feasibility of their place-making and/or community making proposals, and improving the clarity and quality of their presentation materials.

 

Phase 4: Final Presentation and Award Presentation Ceremony

Shortlisted teams will be invited to deliver a final presentation based on their refined place-making and/or community making proposals developed during Phase 3.

 

Each team will conduct a 10-minute presentation of its final proposal in person at The Hong Kong Polytechnic University in August 2026 (TBC). The presentation will be followed by a Q&A session with the judging panel.

 

The Award Presentation Ceremony will be held on the same day following the final presentations, during which winning teams and outstanding participants will be announced and recognised.

Anonymous Evaluation Study

All participants will be invited to take part in a three-round anonymous evaluation study, which includes a survey and a focus group. All participants will complete a three-round survey: before the training workshops, after the first presentation, and following the final presentation. Those who successfully advance to the finals will also be invited to participate in a focus group interview.

背景與目標

由市建局(URA)及香港理工大學應用社會科學系(APSS合辦的「URA x PolyU 點亮社會創新比賽 2026」,旨在鼓勵香港中學生透過創新及以地區為本的方式,了解及探討香港的市區更新議題,並培養他們對應用社會科學、城市研究及社區發展的興趣。比賽採取跨學科的方法,結合社會科學領域的知識,並運用人工智能(AI)、360 度全景攝錄技術及地理空間數據等新興科技,引導參加者加深對市區更新所面對的社會及社區挑戰的認識,並理解相關議題如何與聯合國可持續發展目標相互連結,特別是「可持續城市與社區」及「產業、創新和基礎設施」。此外,比賽亦為參加者提供一個平台,讓他們就真實的市區更新情境提出具創新性及可行性的建議方案。

 

加深對市區更新及社區議題的理解:

本比賽旨在提升中學生對香港市區更新及社區發展議題的認識,包括市區老化、社區需要轉變,以及地方營造與重建等議題。比賽將聚焦指定的重建地區,包括洗衣街/花墟道項目卑利街/嘉咸街項目,讓學生透過真實的地區背景,及了解市建局3B」體系,即已改善的建設環境Built environment、地區經濟Business environment及社區連結local  Bonding),從而建立對市區更新議題更全面的理解。

 

將本地議題與聯合國可持續發展目標聯繫起來:

本比賽旨在協助學生將本地市區更新及社區議題,與聯合國可持續發展目標相互連結。是次比賽特別強調「可持續城市與社區」以及「產業、創新和基礎設施」研討。參加者將學習市區更新在全球可持續發展框架下所扮演的角色,並認識青年如何透過行動回應全球挑戰。

 

鼓勵具創新性和可行性的解決方案:

參加者將有機會運用人工智能(AI360 度全景攝錄技術地理空間數據,分析其所選定的市區更新議題,並構思創新及以地區為本的解決方案。透過結合科技工具及社會創新思維,學生將學習如何有效地展示市區更新議題,並提出回應社區需要及促進社區發展的可行建議。

 

激勵下一代變革者和城市發展參與者:

透過讓學生親身參與市區更新議題的分析與構思過程,本比賽旨在培養具批判思考能力創意社會責任感的年輕一代。藉着結合科技應用及以地區為本的學習體驗,比賽期望啟發學生積極參與公共事務。

參賽資格

  1. 就讀於香港的高年級中學生或同等學歷學生,包括:本地中四及中五/Year 11 Year 12Grade 10 Grade 11
  2. 每隊可有四至六名學生參加
  3. 每所學校可提名多於一隊

 

第一階段:培訓及方案構思

隊伍報名

所有參賽隊伍須於 2026 3 27 或之前完成隊伍報名。每所學校可提名多於一隊參賽。成功報名的隊伍將收到電郵確認。

 

培訓課程

所有參賽隊伍將參與兩節培訓課程(2026 4 18 日及 4 25 。培訓將由香港理工大學教學人員、市區重建局(URA)專業人員及業界專家主講,讓學生認識市區更新及應用社會創新相關知識與技能。

 

培訓課程內容包括:

  • 指定重建項目的市區更新目標及規劃考慮因素
  • 地方營造(place-making)及社區營造(community making)概念,著重社區需要、期望及由下而上的參與模式
  • 社會創新及設計思維方法,以發展地區為本的方案
  • 與地方及社區營造相關的城市發展及公共政策培訓
  • 應用科技工具,包括人工智能(AI)、地理空間數據及 360 度沉浸式媒體,以支援分析及方案展示

 

方案構思及發展

在完成培訓課程後,各參賽隊伍將就指定的重建地區發展初步方案。隊伍將根據指定項目的規劃設計目標及擬議的重建計劃進行資料蒐集及研究,了解社區需要,並構思具創新性及以地區為本的地方營造及/或社區營造方案。導師及相關人士將提供意見回饋,協助隊伍完善構思,為下一階段的中期匯報作好準備。

 

中期匯報簡報提交

完成培訓工作坊後,每隊須於 2026 5 16 日或之前提交修訂後的方案及中期匯報簡報(PPT)。

 

第二階段:提案匯報及甄選

所有參賽隊伍均須進行簡而精的提案匯報,並就以下關鍵內容進行展示:

 

識別及闡述市區更新議題:

隊伍須就指定的重建地區——洗衣街/花墟道(YTM-013)項目卑利街/嘉咸街項目 (H18)識別一項與市區更新相關的議題。簡報應展示對規劃目標、社區需要、挑戰及願景的理解。

 

運用科技展示方案構思:

隊伍須展示如何運用人工智能(AI)、360 度全景攝錄技術及地理空間數據,分析所選市區更新議題,並以清晰及具吸引力的方式展示其地方營造及/或社區營造方案。透過科技工具的應用,提升方案展示的互動性及表達效果。

 

建議方案及預期成效:

匯報內容須簡要說明所建議的方案,並解釋該方案如何回應相關市區更新挑戰、促進社區發展,以及配合指定重建地區的整體規劃方向。

 

所有參賽隊伍將獲邀於 2026 5 23 親身到香港理工大學進行提案匯報。每隊匯報時間為 10 分鐘。評審小組將根據上述準則,甄選八隊表現優秀的隊伍晉身第三階段。甄選結果將於2026 5 29 公布。

 

第三階段:導師指導及方案完善

完成中期匯報及甄選後,獲選晉身第三階段的隊伍將在2026 6 月至 7 月期間接受進一步的指導,完善其建議方案及匯報內容。

 

在此階段,每支入選隊伍將獲分配一名香港理工大學學生導師,在導師及相關專業人士的指導下,根據中期匯報所獲得的意見及回饋,進一步優化其地方營造及/或社區營造方案。導師將協助隊伍加強方案的可行性、結構及表達方式,並提升匯報內容及視覺呈現的質素。

 

第四階段:最終匯報及頒獎典禮

入圍隊伍將獲邀根據第三階段完成的地方營造及/或社區營造完善方案,進行最終匯報。各隊伍將於 2026 8 月(待定) 親身於香港理工大學進行 10 分鐘的最終方案匯報,其後將設有評審團問答環節。最終匯報結束後,將於同日舉行頒獎典禮,屆時將公布並表揚得獎隊伍及表現優秀的參加者。

評估研究

所有參加者將被邀請參加一項三輪匿名評估研究,其中包括一項調查和一個焦點小組。所有參加者須完成三輪問卷調查(分別在培訓工作坊前、第一次匯報當天以及比賽結束後),但只有成功晉級決賽的參加者才會被邀請參加焦點小組。
