Prof. Eric CHUI Awarded Medal of Honour
Congratulations to Prof. Eric CHUI, Head of APSS, Co-Director of PReCIT, ADoRCESGA and Chair Professor of Social Work and Criminology, on receiving the HKSAR Medal of Honour. Prof. Eric CHUI Appointed to Working Group on Social Welfare Matching Platform under Commission on Targeted Poverty Alleviation
Prof. Eric CHUI has been appointed by the Secretary for Labour and Welfare as a member of the Working Group on “Co-Prosper Hong Kong” (「幸匯」香港) – Welfare Projects Matching Platform under the Commission on Targeted Poverty Alleviation. The appointment runs immediately until 30 June 2028.
The Working Group supports the HKSAR Government’s targeted poverty alleviation strategy, which aims to institutionalise tripartite partnerships between the government, business sector, and community to direct resources to those most in need. By promoting active identification and precise assistance, the platform facilitates the matching of private sector resources with local social welfare projects to deliver innovative services to underprivileged groups.
Prof. Sylvia CHEN Appointed as Limin Professor in Social and Cultural Psychology
Prof. Sylvia CHEN, Associate Dean (HSS), Chair Professor of Social and Cultural Psychology, and Director of Yan Oi Tong Au Suet Ming Child Development Centre, has been appointed Limin Professor in Social and Cultural Psychology under the University's Endowed Professorship Scheme, 1 July 2026–30 June 2031.

The P.A.T.H.S. Programme Receives Six Awards at iCAN 2026
The P.A.T.H.S. Programme, led by Prof. Daniel SHEK, Associate Vice President (Undergraduate Programme), Dean of College of Undergraduate Studies, Chair Professor of APSS, and Li and Fung Endowed Professor in Service Leadership Education at PolyU, received a Gold Medal, the Croatian Inventors Network (SHI) Special Award, and the Top 20 Best Invention Award at the International Invention and Innovation Competition (iCAN 2026). The event, organised by the Toronto International Society of Innovation and Advanced Skills, drew 763 entries from 55 countries and regions.

Prof. Xue BAI Awarded HK$16.63 Million to Drive Silver Economy Research
Four PolyU projects secured funding in the RGC 2026/27 funding exercises, with total grants exceeding HK$124 million. PolyU ranks among the top local universities by number of funded projects. Prof. Xue BAI, Professor of APSS and Director of the Research Centre for Gerontology and Family Studies, was awarded HK$16.63 million under the Strategic Topics Grant (STG) for a silver economy project.

Prof. Crystal KWAN Awarded the K.C. Wong Belt and Road Visiting Fellowship 2026/27

Project brief: Commissioned by Connecting Hearts Limited, this evaluation assesses capacity-building programmes and Greater Bay Area (GBA) collaboration initiatives for Hong Kong welfare professionals and agencies. It examines the effectiveness of capacity-building components in enhancing welfare professionals’ strategic competence, self-efficacy and practical skills, and evaluates the impact of Hong Kong–Guangdong agency collaboration on programme service outcomes, mutual understanding and service innovation.

Proposal title: Uplifting Life Trajectories of Young Parents and Their Children – Monitoring, Evaluation and Learning Plan

Project period: 1 August 2026 – 31 July 2031
Project brief: This research project is a five-year randomised controlled trial of the Dual Trajectory Service Model for pregnant youth and young mothers aged 16–20 in Hong Kong. The model combines support for the transition to parenthood, early child development, and trajectory development, compared with a control group receiving child-development support only. About 250 participants will be recruited via antenatal clinics and partner non-governmental organizations (NGOs) and randomised to two arms. Outcomes include maternal wellbeing, parenting confidence, identity, education and life trajectories, plus child bonding, early development, and socio-emotional outcomes. Implementation factors (feasibility, acceptability, fidelity, reach, and barriers or facilitators) will be examined through interviews, focus groups, surveys, and service data. Repeated assessments from pregnancy to 24 months, with possible longer-term follow-up for some participants, will generate evidence to inform refinement and potential scale-up.

Proposal title: Early Detection and Intervention for Children and Youth in At-Risk Families

Project brief: This project evaluates an Early Detection and Intervention (EDI) model for children and youth in at‑risk families receiving Short‑Term Food Assistance from six Hong Kong NGOs. Year 1 covers universal screening and baseline preparation; Years 2–4 implement a three‑year randomised controlled trial for Tier 2 (24 months) and Tier 3 (36 months); the final six months review findings. The EDI combines universal Positive Trajectory Framework supports—Trajectory Development Coordinators, Individualised Development Plans, and a Social Capital Platform—with a two‑generation Earn2Thrive credit‑sharing and childcare mutual‑aid approach (intervention arm only). Primary outcomes cover child/youth domains (health, trusted relationships, sense of purpose, social capital, future navigation competencies) and caregiver domains (well‑being, parenting identity, parent‑child relationships, family mobilisation). The evaluation employs RE‑AIM process metrics, annual quantitative follow‑ups with mixed‑model analyses, and qualitative interviews/focus groups to assess social impact, implementation fidelity, and scalability.

Project brief: The project aims to evaluate the reach and early pathway outcomes of the Taster Programme in engaging a diverse youth population and facilitating their readiness for participation in Uniformed Groups (UGs); evaluate the development of cross-UG collaborative synergy within the JC Badges Programme; and evaluate the effectiveness of the Innovative Leadership Training programme in enhancing participants’ positive outcomes and underlying relational and contextual amplifying mechanisms that strengthen programme impacts.

Proposal title: Predictive Models for Overweight and Associated Health Risks in Hong Kong Population: A Machine Learning Approach

Project brief: Overweight and obesity are major contributors to global chronic disease burden. This project will develop machine learning-based predictive models to identify individuals at risk of becoming overweight and to estimate the likelihood of developing associated chronic conditions, including type 2 diabetes, cardiovascular disease, hypertension, osteoarthritis, and dementia. Using longitudinal health data from Hong Kong, the models will integrate demographic, lifestyle, clinical, and environmental variables to generate accurate, interpretable risk predictions. External validation will assess generalisability. Findings will inform early intervention strategies and support public health planning in Hong Kong.

Proposal title: Precarious Talent? Employment Quality and Integration of Highly Educated Migrants in Hong Kong

Project brief: Hong Kong has introduced talent admission schemes to attract highly educated migrants and strengthen global competitiveness. Yet many face difficulties in qualification recognition, accessing professional networks, and overcoming workplace discrimination, creating “precarious talent”—highly educated migrants whose skills are underutilised and employment remains insecure. This study develops an integrated “aspirations–capabilities–barriers/resources” framework to examine their employment quality and social integration in Hong Kong, investigating how individual and structural conditions jointly shape employment outcomes. Using a mixed-methods design, the project combines a survey with in-depth interviews, applying internationally validated measures to ensure rigour and policy relevance. Findings will inform improvements to Hong Kong’s talent policies, including streamlined qualification recognition, occupational bridging, stronger anti-discrimination protections, expanded career and networking support, and systematic monitoring of migrant employment.

Proposal title: Doctor-Patient Communication in Orthodontics

Project brief: While substantial research exists on doctor-patient communication in primary care, only a handful of studies address dentistry. This project breaks new ground by studying communication in orthodontics from an interactional perspective. Video recordings of naturally occurring interactions of orthodontic consultations in private and public hospitals will be collected. Analysis will address a key concern: How do health professionals manage patients’ expectations? The study will explore how professionals elicit patients’ reasons for consulting orthodontics and what resources they use to persuade and manage expectations.

APSS Illuminates Young Minds Across Chinese Mainland Through Transformative Service Leadership Scheme
In July 2026, APSS successfully concluded its Journey of Hope service-learning initiative in Ningxia and Shandong. Supported by the Ministry of Education’s Ten Thousand Student Interflow Programme, the project championed service leadership under the guidance of APSS academic leaders, including Prof. Daniel SHEK, Associate Vice President (Undergraduate Programme), Dean of College of Undergraduate Studies, Chair Professor of APSS, and Li and Fung Endowed Professor in Service Leadership Education at PolyU, and Dr Yammy CHAK and Dr Wynants HO, both Lecturers of APSS.
Student volunteers delivered interactive modules on resilience, emotional management, English, and cultural awareness to primary school pupils. Through daily debriefs and immersive fieldwork, PolyU undergraduates deepened their sense of social responsibility and empathetic leadership, reinforcing the department’s commitment to nurturing compassionate, high-calibre future leaders.

APSS Deepens Collaboration with the University of the Philippines Baguio through Service-Learning Programme
APSS conducted a nine-day service-learning programme in Baguio City, Philippines, from 23 to 31 May 2026, focusing on building resilience among children, youth, and older adults. A total of 41 undergraduate students from various programmes collaborated with student volunteers at the University of the Philippines Baguio to deliver resilience-building activities developed over 13 weeks of preparation. Situated in a disaster-prone context, the programme provided students with valuable opportunities to develop their own resilience, leadership, and civic responsibility through APSS’s credit-bearing Service-Learning curriculum.

APSS Partners with EdUHK to Deliver AI-Assisted Digital Story Writing Workshops for Secondary School Students
Two workshops on “AI-Assisted Digital Story Writing for Positive Youth Development (PYD)” were successfully held on 30 June 2026 at The Education University of Hong Kong (EdUHK). Approximately 100 students from ELCHK Yuen Long Lutheran Secondary School participated in the interactive sessions.
The workshops were facilitated by Dr Jet Uy BUENCONSEJO, Research Assistant Professor of APSS and his research team (the Team), in collaboration with Dr Davy NG and Dr Steven YUEN from EdUHK’s Department of Mathematics and Information Technology. The workshops formed part of Dr BUENCONSEJO’s project on harnessing AI to enhance PYD among Hong Kong secondary school students.
During the workshop, participants were introduced to digital story writing as a creative approach to reflecting on their personal strengths, positive relationships, and values. Students also interacted with Thrive AI, an AI-powered chatbot developed by the Team to promote key PYD attributes, including competence, confidence, connection, character, and compassion. By integrating AI with digital storytelling, the workshops highlighted the potential of emerging technologies to support students’ personal growth, well-being, and resilience in an increasingly technology-driven learning environment.
Prof. Eric CHUI Shares Strategic Insights on Hong Kong’s Foster Care System at Global Child Welfare Conference in Cebu
On 1 July 2026, Prof. Eric CHUI, Head of APSS, Co-Director of PReCIT, ADoRCESGA and Chair Professor of Social Work and Criminology, participated in the “18th Philippine Global Consultation on Inter-Country Adoption and Alternative Child Care”. Prof. CHUI delivered a keynote presentation titled “Overview of the Foster Care System in Hong Kong: Current Landscape, Emerging Trends, Challenges, and Strategic Directions”.
Organised by the National Authority for Child Care, the conference was held from 30 June to 2 July 2026 in Cebu, Philippines. Under this year’s theme, “Emerging Trends and Challenges in Inter-Country Adoption: Navigating the Future Together”, the conference brought a diverse group of scholars and professionals from around the world.

APSS Facilitates Exchange with Beijing and Keswick Foundation Delegations on Social Service Innovation and Interdisciplinary Practice
On 15 July 2026, APSS hosted a strategic meeting with delegations from Beijing and the Keswick Foundation to advance integrated community services and indigenous developments in social work, education, health, and rehabilitation practices across the Chinese Mainland.
The delegation included representatives from the Society Work Department of the Beijing Municipal Committee of the CPC, the Beijing Municipal Education Commission, and the Beijing Municipal Health Commission, alongside partners from the Keswick Foundation.

APSS and Harbin Institute of Technology Strengthen Strategic Partnership in Social Sciences, Technology, and AI
On 20 July 2026, APSS hosted a delegation from the School of Social Sciences at Harbin Institute of Technology (HIT) to advance institutional collaboration following the signing of a Memorandum of Understanding. The HIT delegation was led by Prof. Bo WANG, Dean of the School of Social Sciences, and included Prof. Shuying BAI and Prof. Li SHAO, both Professors in the Department of Sociology.
The delegation was received by Prof. Lu YU (Associate Head & Associate Professor), Prof. Tin-yuet TING (Associate Professor), and Prof. Lin NIE (Assistant Professor) from APSS. The visit provided a platform to align their strategic priorities and progress joint initiatives in education, research, and talent exchange.

The 2026 East Asian Social Policy (EASP) Annual Conference was successfully held from 17 to 18 July 2026, bringing together scholars and practitioners from across Asia and beyond to address this year's theme, “Social Policy in Asia in Times of Multiple Disruptions”. The conference was co-organised by the Centre for Social Policy and Social Entrepreneurship of APSS, The Hang Seng University of Hong Kong, and the ESAP Research Network. It provided an important platform for sharing cutting-edge research, fostering interdisciplinary dialogue, and strengthening international collaborations across the global social policy community.

Tencent WeTech Academy and APSS Co-organise WeTech AI Course to Empower Future Tech Leaders
Tencent WeTech Academy, Tencent Charity Foundation, APSS and the Policy Research Centre for Innovation and Technology (PReCIT) co-organised five “WeTech Academy x Strive & Rise Programme” – WeTech AI Course sessions from May to August 2026.
Designed for mentees of the Strive & Rise Programme, this initiative comprised a three-session Basic AI Course (May–August 2026; up to 70 young participants per cohort) and a two-session Advanced AI Course (June 2026; up to 80 young participants per cohort).

APSS and the Urban Renewal Authority Co-host Competition to Empower Youth in Social Innovation
The URA x PolyU Igniting Social Innovation Competition 2026 concluded on 22 August 2026 with an award presentation ceremony. Jointly organised by APSS and the Urban Renewal Authority (URA), and supported by the PolyU Policy Research Centre for Innovation and Technology and Esri China (Hong Kong), the competition invited nearly 400 students from 64 schools to develop feasible place-making or community-making proposals through innovative thinking.

APSS Strengthens Social Work Education and Training Through Partnership with Indonesia’s Bandung Polytechnic of Social Welfare
On 28 August 2026, APSS and Bandung Polytechnic of Social Welfare (POLTEKESOS) signed an MoU to strengthen academic cooperation. The MoU was signed by Prof. Eric CHUI, Head of APSS, Co-Director of PReCIT, ADoRCESGA and Chair Professor of Social Work and Criminology, and Dr Lina FAVOURITA, Deputy Director of POLTEKESOS.
The MoU establishes a framework for collaboration in social welfare, social work, and social policy; student mobility; faculty exchanges; joint academic and community engagement activities; and capacity-building for students, staff, and researchers.

PolyU–KazNU Joint Centre Launches Global Youth Leadership and SDG Study Tour in Kenya
From 18 to 25 June 2026, the Global Youth Leadership and Sustainable Development Goals (SDGs) Nairobi Study Tour took place in Kenya. The tour was led by Prof. Ben KU, Professor of APSS and Director of China and Global Development Network (CGDN) and the PolyU–KazNU Joint Centre for Sustainable Development in Central Asia, together with Dr Kan YIP, Assistant Director of CGDN (Partnership and Development). The delegation comprised postdoctoral researchers and doctoral students from Hong Kong, the Chinese Mainland, and Kazakhstan.
This international initiative was co-organised by PolyU and Al-Farabi Kazakh National University in collaboration with the Kenya Institute of Social Work and Community Development (KISWCD) as the local partner. It aimed to enhance participants’ knowledge of sustainable development practices, expose them to real-world applications of the SDGs, and foster cross-cultural understanding.

The Department of Applied Social Sciences Graduates Association (APSSGA) successfully convened its Annual General Meeting on 18 July 2026 at PolyU. APSS extends its heartfelt gratitude to the outgoing Executive Committee members for their dedicated leadership and service over the past two years. We also offer our warmest congratulations to the newly elected APSSGA Executive Committee for the 2026–2028 term as they step forward to serve and strengthen our growing alumni network.
Following the formal proceedings, APSSGA hosted a Music Therapy Experiential Workshop led by a registered music therapist. This workshop served as a valuable platform for our alumni community to reconnect and engage in a wellness-focused learning experience.
Mr Royce CHAN Lok Hei Sets Sights on Asian Games After World Championships
APSS proudly supports elite student-athlete and Hong Kong sabre fencer Mr Royce CHAN Lok Hei as he prepares for the 20th Asian Games in September 2026. Royce joined the APSS BA (Hons) in Social Policy and Social Entrepreneurship (SPSE) programme in 2022 through PolyU’s Student-Athlete Learning Support and Admission Scheme (SALSA), balancing rigorous training with academic excellence. He exemplifies resilience, self-discipline, and determination both on the piste and in his classroom.
Royce recently competed at the World Fencing Championships 2026 in Hong Kong, delivering strong performances in high-stakes bouts and cementing his place as a leading figure in Hong Kong's men's sabre team. His career highlights include top-eight finishes at the National Games and the Hangzhou Asian Games, reflecting his steady rise in the sport.
