No Smoking
Smoking is strictly prohibited on site and enforced through clear signage, mandatory training, active supervision, and penalties. Repeated offenders will be removed from the site.
Fire‑Retardant Scaffolding Materials
All scaffold screens, boards, and protective coverings are certified as fire‑retardant and comply with Buildings Department requirements. CFSO and HSO also conduct onsite burn tests to verify fire‑retardant performance.
Fire Extinguishers
Fire extinguishers are strategically placed on scaffold platforms and other high‑risk areas, with clear signage to facilitate quick access.
Fire Escape Routes and Plans
Escape route plans and assembly points are prominently displayed at the site office and strategic scaffold locations. Regular checks ensure that escape routes and emergency vehicular access for Block M occupants remain unobstructed throughout the construction period.
Fire Safety Training and Drills
All workers must complete fire safety training and be briefed on the University’s fire safety requirements. Dedicated fire drills for contractor workers and Block M occupants were conducted on 6 Jan 2026 and 16 Mar 2026, respectively, to verify effective emergency response and proper functioning of fire service installations. Additional drills are scheduled for the second half of 2026.
Hot Work Permit System
A robust two‑tier permit system is in place, with the contractor responsible for control (tier 1) and CFSO for oversight (tier 2). A digital permit system further enhances control and traceability.
Housekeeping
Daily cleaning and waste removal minimize the accumulation of combustible materials, ensuring they are kept clear of scaffolds and building facades.
Electrical Installations and Tools
Temporary electrical setups and tools are regularly inspected and tested by competent personnel. Equipment not in use must be switched off and removed from the scaffold to eliminate fire hazards.
Fire Services Installations
Fire alarms, sprinklers, hose reels, and exit signs in Block M and surrounding areas are regularly inspected and maintained by CFSO. In addition, a temporary fire alarm system has been installed at the construction site.
Security Monitoring and AI Detection
CFSO has strengthened security patrols during both daytime and nighttime. Additional CCTV cameras with fire-detection capability have been installed for 24/7 scaffold monitoring. AI‑enabled surveillance cameras are also deployed at scaffold entrances to detect and prevent unauthorized access.
