Latest development of Designated Quarantine Hotel Scheme and Specifications under Prevention and Control of Disease (Regulation of Cross-boundary Conveyances and Travellers) Regulation to be gazetted

To further enhance the prevention of importation of cases and reduce the contact between returnees from overseas and local community, the Government will implement a new measure with effective from 0.00am on December 22, mandating all returnees from countries outside China to undergo 14-day compulsory quarantine at the designated quarantine hotels in accordance with the directions under the Prevention and Control of Disease (Regulation of Cross-boundary Conveyances and Travellers) Regulation (Cap. 599H). Under the new measure, the Government would arrange dedicated transportation to send returnees to the designated quarantine hotels from airport and the Holding Centre for Test Result, for further reducing their contact with the community. By then, all designated quarantine hotels should solely be serving guests under quarantine. In addition, as a traveller arriving in Hong Kong on December 21 may not be able to check-in hotels on the same day owing to flight delay or time required for having test result, to avoid confusion, the Government will require these travellers to reserve hotel booking at a designated quarantine hotel, otherwise they will be refused to board the flight.

The Government is liaising with the designated quarantine hotels and will announce relevant information on the thematic webpage (www.designatedhotel.gov.hk) when the number of designated hotels which can start operating as quarantine hotels earlier is confirmed.

Moreover, in view of the global developments and severity of the COVID-19 pandemic situation, the Government will gazette the specifications under Cap. 599H to include Ukraine as a specified place starting from December 17 to more effectively combat the epidemic. The Government has earlier introduced Cap. 599H to impose testing and quarantine conditions on travellers coming to Hong Kong from very high-risk places to reduce the health risk they may bring to Hong Kong. The Secretary for Food and Health (SFH) has previously published in the Gazette specifications on the relevant measures applicable to 18 specified places (i.e. Bangladesh, Belgium, Ecuador, Ethiopia, France, Germany, India, Indonesia, Kazakhstan, Nepal, Pakistan, the Philippines, Romania, Russia, South Africa, Turkey, the United Kingdom and the United States of America) and adjusted the relevant conditions having regard to the circumstances on the ground since the implementation of the regulation.

指定檢疫酒店計劃最新進展  政府就《預防及控制疾病(規管跨境交通工具及到港者)規例》下的指明刊憲

為進一步加強外防輸入的力度,減低從海外返港人士與本地社區的接觸,政府將於十二月二十二日零時零分起實施新措施,規定所有從中國以外其他國家抵港人士必須按《預防及控制疾病(規管跨境交通工具及到港者)規例》(第599H章)下的指示在指定檢疫酒店進行強制檢疫14天。新措施下,政府會安排專車從機場及等候檢測結果中心接載返港人士前往指定檢疫酒店,進一步減少這些人士與社區的接觸。屆時所有指定檢疫酒店必須只接待進行檢疫的客人。此外,由於航班延誤或檢測等候結果需時,於十二月二十一日抵港的人士未必可於同日入住酒店,因此,政府將規定這些人士必須預訂指定檢疫酒店,否則不會獲准登機,以避免出現混亂。

政府正與指定檢疫酒店聯繫,待確定了可提早以指定檢疫酒店模式運作的酒店數目後,會把有關資料於檢疫酒店專題網頁(www.designatedhotel.gov.hk)上公布。

此外,鑑於全球2019冠狀病毒病的疫情發展和嚴峻程度,政府會就《預防及控制疾病第599H章下的指明刊憲,由十二月十七日起將烏克蘭加入指明地區,以更有效應對疫情。政府早前訂立第599H章,就從極高風險地區到港人士實施檢測及檢疫條件,以減低他們為香港帶來的衞生風險。食物及衞生局局長已在較早時候刊憲指明有關措施適用於18個指明地區(即孟加拉、比利時、厄瓜多爾、埃塞俄比亞、法國、德國、印度、印度尼西亞、哈薩克斯坦、尼泊爾、巴基斯坦、菲律賓、羅馬尼亞、俄羅斯、南非、土耳其、英國及美國),並因應規例實施以來的實際情況調節相關條件。
