HSO Participated in Multi-Agency Emergency Chemical Drill at HKUST

As part of our ongoing commitment to chemical safety and emergency preparedness, HSO recently participated in a large-scale emergency chemical drill held at the HKUST on 28 Sep 2025. This event marked the conclusion of Chemical Safety and Security Month organized by the HKSAR and provided a valuable opportunity for cross-sector collaboration and learning.

The drill was organized by the Interdepartmental Counter Terrorism Unit (ICTU) of the HKSAR Government, which comprises key agencies including the Hong Kong Police Force, Fire Services Department, Government Laboratory, and others. The HSEO of the HKUST served as a supporting organization, facilitating the exercise on their campus.

The scenario simulated both a general chemical spill and a spill with malicious intent, reflecting the complex risks that can arise in a university environment. The exercise aimed to enhance the readiness and coordination of various government departments in responding to chemical incidents—whether accidental or deliberate—within an academic setting.

Key highlights of the drill included:

  • Coordinated multi-agency response: Teams from different government departments worked together to assess the situation, contain hazards, and ensure the safety of all campus occupants.
  • Real-time communication and decision-making: The exercise tested protocols for information sharing and rapid response under pressure.
  • Application of advanced technologies: Participants utilized specialized equipment and detection tools to identify and manage chemical hazards.
  • Best practice sharing: Observers and participants had the opportunity to exchange insights and benchmark emergency procedures.

Our participation in this exercise allowed us to benchmark best practices, review our own emergency protocols, and strengthen our relationships with both government agencies and university partners. We are grateful to the ICTU and HSEO of HKUST for organizing and supporting this important initiative.

Through such collaborative efforts, we continue to enhance our preparedness for chemical emergencies and reinforce our commitment to maintaining a safe and secure campus environment for all.
