Same-day ticket arrangements for COVID-19 vaccination to be expanded to cover students aged 12 or above After evaluating the actual situation, the Government has decided to extend the arrangement to cover students studying at primary and secondary schools as well as post-secondary institutions. As the summer holiday is coming to an end, the Government hopes that such an arrangement will assist students and their parents who have not yet received vaccination to get vaccinated. Those aged 12 to 17 are required to bring along a consent form signed by their parents for getting vaccinated. Update on monitoring COVID-19 vaccination As at 8pm on August 22, over 7.05 million doses of COVID-19 vaccines had been administered for members of the public. Around 3.93 million people had received at least one dose of vaccine, accounting for 58.3 per cent of the population aged 12 or above. The DH received 5 347 reports of adverse events (0.08 per cent of the total vaccine doses administered). Among the death cases concerning persons who had been vaccinated, including 37 cases with vaccination within 14 days before they passed away (0.0005 per cent of the total vaccine doses administered), none of the death cases was associated with vaccination. Vaccines can provide protection to those vaccinated to prevent serious complications and even deaths after infection. The Government appeals again to persons who are not yet vaccinated, especially senior citizens, chronic patients and other immunocompromised persons who face a higher chance of death after COVID-19 infection, to get vaccinated as soon as possible for better self-protection before the fifth wave strikes in Hong Kong. Foreign domestic helpers (FDHs) who were fully vaccinated in Indonesia or the Philippines may come to work in Hong Kong Starting on August 30, FDHs who were fully vaccinated in these two countries may come to work in Hong Kong. They must present a vaccination record that has been affirmed by the relevant authorities of these two countries and undergo compulsory quarantine in a Designated Quarantine Facility (DQF) after arriving in Hong Kong. As for FDHs who were fully vaccinated in Hong Kong, they are already allowed to come to work in Hong Kong from Group A specified places with effect from August 20. These FDHs have to undergo compulsory quarantine in designated quarantine hotels (DQHs). The lists of the fourth-cycle and fifth-cycle DQHs have been uploaded to the dedicated website. Government maintains most of the social distancing measures The Government will maintain most of the social distancing measures currently in place during the period from August 19 to September 1. Taking into account the risk involved in the operation of catering business, especially the fact that customers within the premises are consuming food or drinks hence mask-off most of the time, the Government will tighten the testing requirement for staff of catering businesses which adopt Type B Mode of Operation with effect from August 26. The staff will be required to undergo more frequent testing, from the current requirement of testing once every 14 days to testing once every 7 days. Fully vaccinated staff will continue to be regarded as having complied with the testing requirement. In addition, since one’s health condition may change from time to time, staff members of premises under Cap. 599F who are unfit for COVID-19 vaccination due to health reasons should consult medical advice regularly and provide updated medical certificate to the managers of relevant premises or their employers. Border control measures to be tightened for persons arriving at Hong Kong The boarding, quarantine and testing requirements for persons arriving from overseas will be tightened from 0.00am on August 20, in view of the developments of the global COVID-19 epidemic situation and the latest expert recommendations. The vaccination record requirements will be tightened, where fully vaccinated persons can only have their quarantine period shortened upon presentation of recognised vaccination records, and the quarantine period can no longer be further reduced with positive serology antibody test result. The Government has also decided to upgrade the risk grouping of 16 overseas places to impose more stringent boarding, quarantine and testing requirements: (1) The following 15 overseas places will be upgraded from Group B specified places (medium-risk) to Group A specified places (high-risk): Bangladesh, Cambodia, France, Greece, Iran, Malaysia, the Netherlands, Spain, Sri Lanka, Switzerland, Tanzania, Thailand, Turkey, the United Arab Emirates and the United States of America. (2) Australia will be upgraded from Group C specified place (low-risk) to Group B specified place (medium-risk). The Delta variant, with higher transmissibility, is rapidly spreading around the world, and that fully vaccinated persons with the Delta variant breakthrough infections can spread the virus to others. Nonetheless, vaccination can still effectively prevent infected persons from getting seriously ill or even death. Therefore, persons who are not yet vaccinated, especially senior citizens, chronic patients and other immunocompromised persons who are most likely to be affected by COVID-19, should get vaccinated as soon as possible for better self-protection before the fifth wave strikes in Hong Kong. Latest quarantine and testing arrangements for overseas arrivals and forthcoming implementation of self-paid serology antibody testing service at airport  The Government further elaborated on the arrangements applicable to children aged under 12, and strengthen the compulsory testing requirements applicable to persons arriving from low-risk places.  Separately, the self-paid serology antibody testing service will be provided for eligible arrivals from August 18. Should the vaccination progress be maintained at the current pace or increase, it is likely that 70 per cent of the eligible population will at least have had their first dose of a vaccine by the end of September. Health, Safety and Environment Office   Dear Sir/Madam, Updated information on Coronavirus Disease 2019 (COVID-19)and vaccines 1. Quarantine and testing arrangements for persons arriving at Hong Kong from places in Mainland other than Guangdong Province, Macao, and Taiwan The Government will from August 9 require all persons who have stayed in places in the Mainland other than Guangdong Province or Macao to present prior to boarding a flight for Hong Kong a negative result proof of a nucleic acid test for COVID-19 which is conducted on the day or within three days prior to the scheduled time of departure. Persons who fail to present the relevant negative test result will not be allowed to board for Hong Kong. Relevant persons will be tested multiple times during quarantine. In the light of the ravages of mutant virus, the Government will also enhance the testing requirements applicable to persons arriving from the Mainland, Macao and Taiwan, including the addition of compulsory testing on the ninth, 16th, and 19th days of arrival at Hong Kong for persons with exempted or shortened quarantine periods. The newly enhanced compulsory testing requirements are applicable to all persons arriving at Hong Kong on or after August 4 (including persons returning to Hong Kong under Return2hk). Government tightens eligibility criteria for free COVID-19 testing for targeted groups at community testing centres In the face of the threat posed by mutant strains and as a preparation for the fifth wave of epidemic, the Government will continue to require staff of targeted groups to receive vaccination as soon as possible, while at the same time strengthen the testing arrangements for staff who have yet to complete a vaccination course. In view of the protection brought by the vaccination, fully vaccinated staff will in general no longer be required to undergo regular or such frequent testing. Only in very exceptional situations can an individual staff member postpone his or her vaccination, e.g. if he or she is unfit to receive vaccination at the moment because of health reasons, but the staff will be subject to undergo more frequent testing which must be done by using combined nasal and throat swabs. Starting from August, free COVID-19 testing at community testing centres (CTCs) will only be provided to individual eligible persons of targeted groups (mainly those who have yet to complete a COVID-19 vaccination course or are unfit for vaccination because of health reasons), and the eligibility criteria for free test will also be tightened. Update on monitoring COVID-19 vaccination As at 8pm on August 1, close to 5.72 million doses of COVID-19 vaccines had been administered for members of the public. Over 3.25 million people had received at least one dose of vaccine, accounting for 47.9 per cent of the population aged 12 or above. The DH received 4 735 reports of adverse events (0.08 per cent of the total vaccine doses administered). Among the death cases concerning persons who had been vaccinated, including 27 cases with vaccination within 14 days before they passed away (0.0005 per cent of the total vaccine doses administered), none of the death cases was associated with vaccination. Government maintains social distancing measures under Prevention and Control of Disease Ordinance There is a need for Hong Kong to build up double barriers against COVID-19 by strengthening measures on preventing importation of cases and enhancing vaccination rate.  The existing social distancing measures will be maintained for 14 days before a significant progress can be achieved. Government tightens border control measures to build anti-epidemic barrier The global epidemic situation has been consistently threatened with the Delta mutant strain ravaging the world, posing incredible challenges to local anti-epidemic efforts. The Government will adopt a risk-based approach and re-categorise overseas places into high-risk, medium-risk and low-risk groups taking into account a basket of factors, including public health considerations (such as epidemic situation in particular places, testing rate, vaccination rate, volume of travellers and actual imported cases), as well as other local socio-economic factors. Boarding, quarantine and testing requirements will be implemented based on risk levels. Only fully vaccinated Hong Kong residents are allowed to board flights for Hong Kong from high-risk places. For medium-risk places, only Hong Kong residents and fully vaccinated non-Hong Kong residents are allowed to board flights for Hong Kong. All inbound travellers are required to comply with stringent quarantine measures and repeated testing. The Government will enhance checking on the compliance of inbound travellers in undergoing compulsory testing according to schedule as required and will strengthen prosecution against non-compliance. Vaccination in lieu of regular testing arrangement covers all government employees Regardless of their duties, work nature and work place, all government employees covering civil servants and full-time or part-time government employees appointed on non-civil service terms who have not received the first dose of a vaccine are required to undergo polymerase chain reaction-based nucleic acid tests for COVID-19 (PCR tests) using combined nasal and throat swabs (CNTS) at Community Testing Centres (CTCs) on a bi-weekly basis. COVID-19 vaccination services of DH's elderly health centres (EHCs) to expand All EHCs are currently providing COVID-19 vaccination services for their members aged 65 or above on the day of consultation. Starting from August 9 and up till September 30, three EHCs (Lam Tin EHC, Kwai Shing EHC and Tseung Kwan O EHC) will provide COVID-19 vaccination walk-in services (no prior booking is required) to all elderly persons aged 65 or above in the following time slots: Monday to Friday: 9am to 12.15pm and 2pm to 4.45pm (except public holidays). The elderly persons need to present their Hong Kong identity cards for registration on a first-come, first-served basis until the daily quota is full. A new video series for ethnic minorities The Department of Health produced a series of videos in different languages to address myths on COVID-19 vaccination and appeal to the local ethnic minorities community to get vaccinated as soon as possible to fight against COVID-19. Depending on the response of the elderly to the same-day ticket arrangements and the actual situation, the Government will consider expanding the measure to cover persons aged 60 or above. Consensus interim recommendations on COVID-19 vaccination The Scientific Committee on Vaccine Preventable Diseases and the Scientific Committee on Emerging and Zoonotic Diseases (JSC) convened a meeting on July 22, joined by the Chief Executive's expert advisory panel (EAP), to discuss the recommendations on COVID-19 vaccination. The JSC-EAP considers that both Comirnaty and CoronaVac (Sinovac) COVID-19 vaccines are highly effective in protecting against severe diseases and death from COVID-19 infection, which is generally related to T-cell response. It is suggested to have a minimal interval of at least 14 days between the administration of COVID-19 vaccine and any other vaccines. Elderly should receive COVID-19 vaccine as soon as possible, well before the arrival of the winter influenza season. Expert Committee on Clinical Events Assessment Following COVID-19 Immunisation assesses serious adverse events relating to COVID-19 vaccination According to the World Health Organization, an Adverse Event Following Immunisation (AEFI) is any medical occurrence that follows immunisation and that does not necessarily have a causal relationship with the usage of the vaccine. The DH has put in place a pharmacovigilance system for COVID-19 immunisation, and is partnering with the University of Hong Kong to conduct an active surveillance programme for Adverse Events of Special Interest under the COVID-19 Vaccines Adverse Events Response and Evaluation Programme. The main purpose of the pharmacovigilance system is to detect potential signals of possible side effects of the vaccines. As of June 30, a total of 11,928 persons had been infected with COVID-19 in Hong Kong, of which 211 had died of the disease. Separately, about 3.729 million doses of COVID-19 vaccines had been administered for members of the public in Hong Kong. Around 2.249 million people had received at least one vaccine dose. In the same period, the DH received about 4,010 reports of adverse events (0.11 per cent of total vaccine doses administered), including 23 death cases (Note) with vaccination within 14 days before they passed away (0.0006 per cent of total vaccine doses administered). As at July 5, the Expert Committee had assessed the 23 death cases and concluded that 13 death cases had no causal relationship with vaccination, and preliminarily considered that 10 cases were not associated with vaccination. The Expert Committee considered there is no unusual pattern identified so far, and it will continue to closely monitor the situation and collect data for assessment. COVID-19 Vaccination Programme further extends to cover all eligible visitors At present, there are over 2 000 other visitors who are holding valid travel documents and have to continue to stay in Hong Kong owing to the COVID-19 epidemic. On public health considerations, providing vaccination for these other visitors will help prevent the spread of the virus in the community and thus enhance Hong Kong's overall anti-epidemic capability. From July 6, they can bring their travel documents and the landing slips or extension of stay labels (applicable to other visitors with extension of stay) issued by the Immigration Department to any post office (except mobile post offices) during office hours and the staff will assist them in making appointments for completing two doses of vaccination in the Community Vaccination Centres within their limit of stay. Update on monitoring vaccination As at June 27, the Expert Committee on Clinical Events Assessment Following COVID-19 Immunisation had concluded that six death cases had no causal relationship with vaccination, and preliminarily considered that 15 cases were not associated with vaccination. The Expert Committee considered that there is no unusual pattern identified so far, and will continue to closely monitor the relevant situation and collect data for assessment. Based on statistical analysis, there is no evidence that vaccination increases the risk of death or miscarriage for recipients. Government plans to adjust quarantine requirements for vaccinated persons arriving at Hong Kong The Government announced that the quarantine requirements for persons arriving at Hong Kong who have received COVID-19 vaccination will be adjusted in phases. Before the serology antibody testing service is available at the airport, travellers can receive the designated serology antibody test at one of the recognised local medical laboratories at their own cost before departure. The positive result proof is valid for three months. Starting from June 30, persons arriving at Hong Kong who have only stayed in Group B specified places, Group C specified places or Taiwan on the day of arrival or the 14 days before that day will be subject to a shortened compulsory quarantine period. Depending on the implementation progress of the relevant facilities, the Government will implement the second-phase arrangements within July to provide self-paid serology antibody testing service for inbound travellers at the airport. According to the arrangements, the compulsory quarantine period for those with a serology antibody positive result will be shortened to seven days, and the entry to Hong Kong by relevant non-Hong Kong residents will be relaxed. The operational details of the measures concerned will be announced in due course. The purpose of checking antibodies is to show evidence of response to vaccination. A negative result or low antibody level may not correlate with lack of protection.
