Research led by Prof. Geoffrey Shen on cross-regional stakeholder management collaboration has informed construction sector reform measures in Shenzhen’s Qianhai Cooperation Zone. Since November 2019, Prof. Shen and his team have worked closely with the Qianhai Authority on these reform measures, including the integration of Hong Kong and international practices into the Mainland construction sector and a simplified registration system to facilitate professional exchange, strengthening connectivity between Hong Kong and Qianhai.
These landmark measures have subsequently opened up new market opportunities in the sector for Hong Kong enterprises and professionals. By March 2025, over 600 professionals and 59 firms from Hong Kong had completed registered under the new system. The success of these measures has led to their wider implementation beyond Qianhai. First introduced in 2020, these measures have since been replicated across Guangdong Province, and endorsed by the Chinese government as one of the innovative reform measures.
