Project Title
The value of optimizing access to preventive vision care in primary care system for ageing population in Hong Kong
Synopsis
Preventive vision care (PVC) enables early detection and timely management of age-related eye conditions. However, older adults have faced a series of barriers to accessing PVC, leading to suboptimal and inequitable utilization of PVC both locally and globally. Optimizing access to PVC through innovative service delivery holds potential to address and prevent these issues in ageing societies.
In Hong Kong, preventive initiatives in District Health Centres (DHCs) strengthen primary care system. Such service delivery has the potential to optimize access to PVC. However, little is known about how to structure the PVC service delivery through DHCs and what value that PVC service delivery can achieve. Moreover, the value in eye care has rarely been explored in terms of the broader dimensions that have been discussed in the general healthcare field, including people-centric value and societal value.
In light of this, the project aims to estimate the value of optimizing access to PVC. The study will begin by exploring the value older adults place on maintaining good vision and their views on improving access to PVC. The qualitative findings will then inform the sequential design to estimate the multidimensional value of proposed service delivery for PVC by health economics approaches. The outcomes of this project will inform accessible, people-centered, efficient, and equitable PVC service delivery and add knowledge for holistic value assessment in eye care.
