In light of the recent surge in local COVID-19 cases and in accordance with the latest government policy, the University has decided to step up its vaccination/testing requirements and will implement vaccine pass arrangements for campus access starting 24 February 2022, with the details as follows:

 

a)   All staff and students shall have received at least one dose of the COVID-19 vaccine before 24 February 2022 and then at least two doses of the COVID-19 vaccine before 21 April 2022 (i.e. in eight weeks’ time) for campus access, unless they have medical proof from a medical practitioner that they are unfit for COVID‑19 vaccination.

 

b)   For those who have received the first dose of the vaccine while awaiting the second dose, they are required to undergo regular weekly testing and report negative test results via the COVID-19 Vaccination Status Reporting Portal for campus access from 24 February 2022 until they receive the second dose before 21 April 2022.

 

c)   Those who have previously elected to go with self-arranged COVID-19 tests must report their vaccination status to the COVID-19 Vaccination Status Reporting Portal and upload their first dose vaccination record before 24 February 2022 and the second dose vaccination record before 21 April 2022.

 

d)   For those who are medically unfit for vaccination, they are required to undergo regular tests every 3 days and report negative test results via the COVID-19 Vaccination Status Reporting Portal for campus access starting from 24 February 2022. For practical and other logistical reasons, the University accepts that a negative test result obtained on Thursday and Friday would be valid for campus access until the following Monday under this 3-day testing schedule. Thus, they are only required to undergo two tests a week, say Monday and Thursday.

 

e)   According to the government vaccine pass arrangement, anyone who wishes to enter the "scheduled premises" under the Prevention & Control of Disease (Requirements and Directions) (Business and Premises) Regulation (Cap. 599F) within the University campus, including catering, will be required to scan the "LeaveHomeSafe" mobile app and comply with the relevant requirements.

 

f)   The vaccine pass arrangement will also apply to contractors and visitors to the campus without exemption for those staying less than 6 hours on campus. All prior sponsorship of visitor access requests for dates on or after 24 February and issued QR codes have been invalidated. Departments should review and, if necessary, raise new sponsorship for visitor access requests for dates on or after 24 February 2022 if those visitors have provided evidence of their compliance with the latest vaccine pass arrangement.

 

On a related note, staff/students who have received COVID-19 vaccination outside Hong Kong could make a self-declaration in person at one of the 18 designated Post Offices to obtain a vaccination QR code before 24 February 2022. The COVID-19 Vaccination Status Reporting Portal for self-reporting will be updated to allow staff and students to report their third dose of COVID-19 vaccination status and upload their vaccination record in preparation for phase 3 of the vaccine pass requirements.

 

The University will review and adjust the arrangements as needed in response to the epidemic situation and the Government's COVID-19 measures.
