Sr Prof. Michael SING Chun Pong

Assistant Professor

Biography

Dr Michael Sing is a chartered building surveyor, property and facility management surveyor (Fellow, Royal Institute of Chartered Surveyor; Member, the Hong Kong Institute of Surveyors) and an Assistant Professor in the Department of Construction Management and Intelligence at The Hong Kong Polytechnic University, where he leads the BSc (Hons) in Surveying, with more than 300 students. He is also Adjunct Professor at the University of Canberra, Australia.

His research uses artificial intelligence, machine learning and probabilistic modelling to make infrastructure delivery predictable and ageing buildings and cities resilient. Trained on records from hundreds of completed public projects, his models forecast what infrastructure will cost, the workforce it will need and how ageing buildings will hold up. His cost contingency models are used in Hong Kong’s public-works estimating, his AI cash-flow forecasts support the surveillance of public projects, and the workforce models he helped develop still underpin the construction industry’s manpower forecasts.

He has published more than 100 refereed journal articles, 90 per cent in Scopus Q1 journals, and supervised six PhD candidates to completion. His HK$22.6 million in research and consultancy funding includes grants from the Hong Kong Research Grants Council, the Construction Industry Council (CIC), Hong Kong Public Policy Research (PPR) Fund an Australian Research Council (ARC) Discovery Project. He is editor of Edward Elgar’s Research Companion to Infrastructure Asset Management, now inviting chapter proposals, and an Associate Editor of Built Environment Project and Asset Management.

Before academia he spent eight years in the surveying discipline of the Hong Kong Government. He completed his PhD and was Senior Lecturer at Curtin University, then Associate Professor and Program Director of the Master of Project Management at the University of Newcastle, Australia, which he led through professional accreditation. He is a Fellow of the Royal Institution of Chartered Surveyors and chairs its Assessment of Professional Competence Panel.
