Ms. Angela Ho Man Kay delivered a talk entitled “Hong Kong National Security Law and its Relationship to University Students in Hong Kong” on 7 March 2023.

Ms. Angela Ho Man Kay is the founder of Angela Ho & Associates. She graduated from the University of Hong Kong with a law degree and obtained an MBA at Schulich School of Business, York University, Toronto. She has been practising law for more than 32 years and has spent 4 years working in an investment bank, where she was promoted to managing director. Two years after returning to private practice, Ms. Ho started her own law firm which is in its 16th year now. She specializes in corporate finance and restructuring laws and has advised numerous companies on public listings, including H-Share and red-chip listings. Practice aside, Ms. Ho is also involved in community service, being the current Vice-President of the All-China Women’s Federation Hong Kong Delegates Association Limited, the ex-President of the Hong Kong Federation of Women Lawyers, ex-President of the Zonta Club of the New Territories, and the ex-Chairperson of the Executive Committee of the Hong Kong Single Parents Association. Ms. Ho has given talks on the Hong Kong National Security Law several times.

In this talk, Ms. Ho introduced The Law of the People’s Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region (the Hong Kong National Security Law, or the NSL), which has been implemented in Hong Kong since 23:00 on 30 June 2020. Ms. Ho also went through the four different offences covered in the NSL, including secession, subversion, terrorist activities, and collusion with a foreign country or with external elements to endanger national security. Some NSL cases in which university students were involved were also discussed.
