On the road to a brighter future 昂首闊步 美好明天

I would like to begin by saying what a great honour it was for me to take up the role of the new Council Chairman of The Hong Kong Polytechnic University (PolyU) on 1 January 2019. My appointment was especially gratifying as I have had a long affiliation with PolyU: first as a student, then as an alumnus, and later as a Council and Court Member and Deputy Council Chairman.

During the year under review, PolyU has been responding to rising expectations that local universities remain relevant and competitive, not just within the region but across the globe. PolyU has therefore been seeking to elevate the level of our global engagement and impact by leveraging our extensive international network. Our objective is not only to advance academic exchanges but also to increase students’ understanding and appreciation of cultural diversity and broader social issues. Closer to home, we are embracing the opportunities brought about by the Greater Bay Area (GBA) development to serve not only the long-term interests of PolyU but also those of the GBA.

本人於2019年1月1日出任香港理工大學(理大) 校董會新一屆主席,殊感榮幸。從學生到校友,再先後擔任校董會及大學顧問委員會成員,以及校董會副主席,本人與理大可謂淵源甚深。能獲此任命,令我尤為欣喜。

近年,社會對本地大學的期望日益提升,希望本地大學能在區內以至全球佔一席位並保持競爭力。回顧過去一年,理大為此努力不懈,我們致力善用強大的全球網絡,力求提升在國際間的參與及影響程度。我們的目標並不止於促進學術交流,同時也希望加強學生對文化多元和更廣泛社會議題的了解。此外,我們抓緊大灣區發展帶來的機遇,配合理大以至大灣區的長遠發展目標 。

During the year, the University collaborated with renowned international institutions and enterprises to establish platforms for supporting initiatives in the GBA and along the Belt and Road. One example of this is the Greater Bay Area International Institute for Innovations (GBA I3 ), which we established in collaboration with Shenzhen University with an aim to develop the Guangdong-Hong Kong-Macau GBA into a world-class innovation hub. In the summer of 2019, the Institute organised a 50-day entrepreneurship immersion programme for some 80 tertiary students, through which we provided opportunities to deepen their understanding of entrepreneurship and innovation in the GBA.1

Another initiative was the launch by PolyU and the Chinese Academy of Sciences (CAS) of the CAS Academy of Mathematics and Systems Science-PolyU Joint Laboratory of Applied Mathematics and the CAS Guangzhou Institute of Geochemistry-PolyU Joint Laboratory of the Guangdong-Hong Kong-Macao Greater Bay Area for the Environment. Both laboratories complement the strengths of PolyU and CAS research institutes and will focus on research and knowledge transfer for the benefit of the GBA and society.

In order to promote the continuing development of the Belt and Road, PolyU launched the Belt and Road Cross-Professional Advancement Programme. This first-ever cross-professional platform is designed to give professionals and business leaders in Hong Kong and the Chinese mainland the opportunity to exchange knowledge and explore potential collaborative projects, particularly infrastructure projects.2

年內,理大與著名國際院校和企業合作建立平台,支援大灣區及「一帶一路」沿線地區的倡議計劃。例如我們與深圳大學攜手創辦的「大灣區國際創新學院」,銳意把粵港澳大灣區發展成為世界級的創意樞紐。2019 年暑假期間,學院為近八十名大專學生舉辦了為期五十天的浸沉式創業活動,藉此加深他們對大灣區創業和創新文化的認識。1

另一方面,理大與中國科學院(中科院)合作,分別成立了「中科院數學與系統科學研究─香港理工大學應用數學聯合實驗室」,以及「中科院廣州地球化學研究所─香港理工大學粵港澳大灣區環境污染過程與控制聯合實驗室」。兩所聯合實驗室讓理大與中科院互補優勢,聚焦科研與知識轉移,為大灣區及社會的發展作出貢獻。

為推動「一帶一路」持續發展,理大啟動了「一帶一路」跨專業發展計劃,為香港和中國內地的專業人士及商界領袖,構建首個跨界別平台,在促進交流知識的同時,也探索協作計劃的契機,尤其在基建發展方面的項目。2

On the education side, we made further efforts to enhance our holistic, career-ready education. PolyU continued to develop the Leadership and Intrapersonal Development (LIPD) initiative that gives students’ personal and social competences through experiential learning. The project has been extended to benefit other tertiary institutions in Hong Kong, the Chinese mainland and Belt and Road countries. In recognition of its remarkable contributions to teaching and learning, the LIPD team received the University Grants Committee (UGC) Teaching Award in 2018.3

Our core belief in education is based on its ability to instil professional competences and positive values that ensure we continue to care about one another as a community. After Hong Kong implemented the four-year university curriculum in 2012, PolyU was the first local university to require all undergraduate students to complete a credit-bearing Service-Learning subject so that they can become socially-responsible leaders.

Service-Learning integrates meaningful community service with academic study. Among the Service-Learning projects undertaken by our students was a solar electrical power project in Rwanda, where they designed and installed reliable off-grid energy solutions for 500 rural households in Rwanda. Our students also helped in the post-quake redevelopment of Sichuan in mainland China, including providing rehabilitation services, building resilience in children, and promoting green farming practices. We are delighted that our students have made a real difference in people’s lives through these projects with their professional knowledge and skills.

在教育方面,我們不斷致力提升理大的全人教育,讓學生好好裝備自己,為未來就業作好準備。理大持續發展「領袖與個人發展」計劃,透過體驗式學習方法,培養學生的個人及社交能力。這計劃現已拓展至本港、中國內地和「一帶一路」沿線國家的院校,而理大的「領袖與個人發展」教學團隊也榮獲2018年教資會傑出教學獎,以表揚團隊對教與學的非凡貢獻。3

我們深信教育的核心理念,在於傳授專業知識,培養正面的價值觀,讓社群人人互相關懷,同心同德。2012年香港推行四年制大學課程後,理大為本地首家大學要求所有本科學生修習計算學分的服務學習科目,以培養他們成為富社會責任感的領袖。

服務學習結合了有意義的社區服務與專業學習,例如在盧旺達開展的太陽能發電計劃,理大學生為當地五百個農村家庭設計和安裝了可靠的離網太陽能發電系統。我們的學生也參與了中國四川地震災後的重建工作,包括提供復康服務、幫助兒童培養抗逆能力,以及推廣綠色耕種。我們非常高興理大學生透過這些項目能夠學以致用,運用專業和技能,改善人們的生活。

The University is also planning to establish a branch campus in the GBA. Through this facility, PolyU will develop more talents and increase internship and Service-Learning opportunities for Hong Kong students in the GBA. Moreover, in the pursuit of research excellence, the branch campus will provide space for first-rate research facilities.

On a final note, I would like to assure the Council’s support for the many initiatives and implementation of the University’s Strategic Plan 2019/20 - 2024/25. I look forward to working with Council Members as well as the University management, staff and students to achieve even more in the year ahead.

理大正計劃在大灣區設立分校。透過分校,理大將培育更多人才,並為香港學生提供更多到大灣區實習及進行服務學習的機會。此外,分校將有充足空間以設置頂尖的研究設施,有助大學追求科研的卓越。

最後, 我承諾校董會將全力支持理大「策略發展計劃2019/20 - 2024/25」,並落實推行計劃中的各個項目。我期望與校董會成員、大學領導層及理大師生衷誠合作,在未來一年取得更多豐碩的成果。
