The University strives to develop and maintain a functional, attractive, sustainable and community-linked campus to support the University’s core mission in learning, teaching and research.

The University regularly reviews its space entitlement against UGC standards and guidelines, and pursues with Government the acquisition of additional sites for campus and hostel expansion where there is space shortfall.

The University maintains a Master Campus Development Plan to cater for the evolving needs of the University.                                              

Space Allocation

All campus space is owned and managed by the University.

Space allocation is made in the best interest of the University with due regard to its strategic priorities, and in accordance with the University’s Space Allocation Policy.

Space utilization is monitored regularly to ensure efficient use of space. Underutilized space will be re-allocated for other strategic uses.

Use of University Premises

University premises shall be used to support the University’s core mission in learning, teaching and research.

The University has established rules and regulations to govern the use of University premises.

Requests from external organizations for the use of University premises may be considered if the events/functions are organized for worthy causes by academic, educational, professional, charitable organizations or Government departments.

Events and activities organized by external parties and involving the use of University premises should comply with the University’s Policy on the use of University Premises and be approved by the University.

Users of University premises must observe the laws of Hong Kong. No unlawful activity shall be allowed within the campus.

Procurement of Services and Works

The University has established a procurement system for campus development projects, which aims at achieving best value for money and maintaining open and fair competition.

Procurement of services and works relating to campus development projects are in line with the procedures and practices of the UGC and Government, and in compliance with the University’s established procedures.

Tender recommendations, including shortlisting of tenderers and award of tenders, shall be approved by the President or his/her delegate, Works Tender Board, Campus Development Committee and/or Executive Committee in accordance with the University’s Tendering Policy and Procedures.
