About the Speaker

Prof. Ling was the Director of Planning of the HKSAR Government (2012-16) and the President of Hong Kong Institute of Planners (2007-09).  He is currently serving HKSARG as the Strategic Planning Advisor for Hong Kong/Shenzhen Cooperation.

 

The Hong Kong Polytechnic University has appointed him as Professor of Practice (Planning) and the Director of Jockey Club Design Institute for Social Innovation.  He is also the Adjunct Professor of The University of Hong Kong and The Chinese University of Hong Kong, and the Associate Fellow of the University College of Estate Management, UK.

 

Abstract

The Northern Metropolis Development Strategy was published together with the Policy Address 2021 on 6 October 2021.  Commentaries regarded the Development Strategy as “ground-breaking” with its “Twin Cities, Three Circles” Hong Kong/Shenzhen cross-boundary spatial framework and “visionary” with its objective of making a complete innovation and technology industry eco-system which will become the second economic engine for Hong Kong. 

 

The speaker will focus on how the Development Strategy would forge a cross-boundary spatial framework to foster Hong Kong and Shenzhen integration and to create spatial opportunities for the making of a complete innovation and technology industry eco-system for Hong Kong by developing Hung Shui Kuk/Lau Fau Shan area as a modern service industry centre, making the San Tin Technopole as Hong Kong’s Silicon Valley, and creating possibilities for advanced manufacturing development at Heung Yuen Wai area.
