On 19 December 1984, the Chinese and British governments signed the Sino-British Joint Declaration, in which the British government agreed to restore Hong Kong to China in 1997. At the same time, the Chinese government agreed to re-establish Hong Kong as a Special Administrative Region, known as the “The Hong Kong Special Administrative Region of the People’s Republic of China” (HKSAR) that would follow the principle of “one country, two systems”. Most importantly, the HKSAR would “enjoy a high degree of autonomy and be vested with executive, legislative and independent judicial power”.
