「資助專上課程學生資助計劃」

Eligibility

(1)

You (Eligible PolyU student) may be eligible for applying the TSFS if:

 

(a)

you are registered as a full-time student taking up an exclusively government-funded student place of one of the PolyU government-funded programmes1 in the 2020/21 academic year;

 

and

 

b)

you have the right of abode in the Hong Kong Special Administrative Region (Hong Kong) or have resided or have had your home in Hong Kong continuously for 3 complete years prior to the commencement of the course2.

(Remarks: This does not cover students holding –

  • student visas/entry permits;
  • visas /entry permits under the Immigration Arrangements for Non-local Graduates; or
  • dependant visas/entry permits which were issued to them by the Director of Immigration when they were 18 years old or above.)

2 If you do not have the right of abode in Hong Kong (without the alphabet "A" beneath the Date of Birth field of the Hong Kong Identity Card), you should also provide a copy of your entry permits to Hong Kong, e.g. one-way permit/dependant visa, etc., with your applications.

Your eligibility is restricted to only one eligible full-time course in any one particular academic year.

If you are eligible to apply for assistance under the TSFS in the 2020/21 academic year, you may also apply for subsidy under the Student Travel Subsidy Scheme (STS). Please refer to Appendix II of Part III of TSFS Guidance Notes for more details.

If you are eligible to apply for assistance under the TSFS in the 2020/21 academic year, you are also eligible to apply for loan under the Non-means-tested Loan Scheme for Full-time Tertiary Students (NLSFT). The NLSFT provides non-means-tested loan to eligible students to settle their tuition fee payable. The maximum level of loan amount is equal to the tuition fees payable for the academic year. If you are going to join an overseas exchange programme in the 2020/21 academic year, you are still eligible for applying for assistance under the TSFS provided that you are still a recognized PolyU full-time UGC-funded or publicly-funded student paying tuition fee to PolyU.

If you have any arrears of grant and/or loan and/or student travel subsidy under any financial assistance/loan schemes administered by the government Student Finance Office (SFO), your application for financial assistance / loan will be considered by the Controller, SFO on individual merits.

 

1 Remarks

 

(i)

Normally, you are required to pay a flat annual tuition fee of HK$31,575 (for Higher Diploma students) or HK$42,100 (for Bachelor Degree students).

 

(ii)


If there is change of your student status, you may no longer be eligible for the assistance under the TSFS and STS. Upon the change is confirmed, you should immediately notify the Student Finance Office (SFO) in writing and be prepared for the repayment of the overpaid assistance, if any.

Calculation of Financial Assistance

Depending on your financial circumstances, you may be eligible for a grant and/or loan ranged from 0% to 100% of the maximum grant/loan.

The maximum grant for PolyU students is derived from the tuition fee and academic expenses. It thus varies according to the course of studies pursued. On the other hand, the maximum loan is the same for all students and is intended to help towards students' living expenses.

As to what percentage of the maximum grant/loan an applicant may obtain, it is calculated according to a two-tier means-testing mechanism.

In the first tier (i.e. the income test), an Adjusted Family Income (AFI) is derived for the applicant by the following formula:

(For single-parent families of 2 to 3 members, the "plus 1 factor" will be increased to 2)

The AFI will then be applied to a Ready Reckoner that sets out the percentage of the maximum amount of grant/loan in relation to each AFI group.

The amount of grant/loan derived from the income test will then be subject to the second tier asset test (i.e. the asset test), which involves an adjustment in accordance with the Asset Sliding Scale.

If you wish to obtain a rough estimate of the amount of assistance that you may receive, you may use the "Financial Calculator" on the "SFO E-link" for reference.

2020/21 Grant and Loan Entitlement for PolyU Students

For PolyU students, the level of grant and loan is calculated depending on the family's financial circumstances of the student's family (basically it is subject to student's Adjusted Family Income (AFI) and family asset level), the tuition fees payable and the discipline the student is studying. You may refer to the Maximum Grant and Loan Levels for PolyU students in 2019/20 for reference. Information for 2020/21 will be updated in early July 2020.

2020/21 PolyU Programmes under the TSFS

All the full-time government-funded PolyU programmes covered under the TSFS 2020/21 are stated on the Course Coding Sheet. You should check your course information stated on it for completion of Step 3, School Information, of the application form.

Submitting Application for 2020/21

- Starting from 20 April 2020, eligible applicants can submit electronic application for the 2020/21 “Tertiary Student Finance Scheme – Publicly-funded Programmes (TSFS)” via the online platform “SFO E-link – My Applications” (ess.wfsfaa.gov.hk).

- After submitting online application form, you must submit the signed declaration and the required supporting documents to the SFO within 7 days. 

- Online demonstration and related documents can also be found on this platform.

Late submission after the official deadline

 "SFO E-link - My applications" (http://ess.wfsfaa.gov.hk) platform is open for online application until 31 December 2020.  If you have acceptable reason(s), you can try to submit late application as soon as possible.

For new local full-time government-funded students of taught programmes admitted in 2020/21

 

Application deadline is around Sept 2020. Please watch out for update in July 2020.

For local full-time government-funded research students

 

Official deadline: 15 May 2020 (Friday) 

Starting from 2018/19 academic year, the Government has provided tuition waiver for all local students enrolled in UGC-funded Research Postgraduate (RPg) programmes (https://www.ugc.edu.hk/eng/rgc/funding_opport/tws.html). All local students enrolled in UGC-funded RPg programmes are provided with tuition waiver. Therefore, please note that eligible students who pass the means-test under TSFS will only be offered the academic expense grant and living expense loan, if any. 

Submitting Required Document for 2020/21

After submitting online application form, you must submit the signed declaration and required supporting documents within 7 days by one of the following methods:

online upload via “SFO E-link – My Applications” - ess.wfsfaa.gov.hk (File in PDF or JPEG format, max capacity 20 MB - about 50 pages of A4 paper in black and while. If you have more than 50 pages of documents, instead of uploading the documents partially, you are encouraged to adopt other means to submit the documents in one go.); or

by mail or in person to the gov't SFO Office - 12/F, One Mong Kok Road Commercial Centre, 1 Mong Kok Road, Kowloon (Attn: Applications Team (TSFS)); or
(Underpaid mail items will not be accepted. If you submit your supplementary information by post, please ensure sufficient postage is paid and provide a return address on the back of the envelope. In case there is / are supporting document(s) not yet available, you must fully state in Step 12 “Additional Information”. Once the said document(s) is / are available, you must take the initiative to submit it / them immediately to the SFO by fax / mail / in person.

Please note that at the time of submitting application, if you fail to report / attach the required information / supporting documents in / to your application, and the information / supporting document is only reported / provided upon SFO’s enquiry, this would be treated as a misrepresentation and / or omission in your application.  Any misrepresentation or omission may lead to rejection of your application(s) and / or full recovery of financial assistance already offered. You and your family members may also be prosecuted

「資助專上課程學生資助計劃」

申請資格

(1)

要符合資格申請「資助專上課程學生資助計劃」(「本計劃」) 的資助︰

 

(a)

你 (理大同學) 須在2020/21學年就讀其中一個理大的全日制政府資助課程*,而你的學額亦必須全數是政府資助的1

   

 

(b)

擁有香港特別行政區 (以下簡稱「香港」) 居留權,或在課程開始前,你或你的家庭已連續在香港居住滿三年2

(備註:這並不包括 -

  • 持香港學生簽證 / 進入許可證的留學生;
  • 持非本地畢業生留港 / 回港就業安排簽證 / 進入許可證的人士;或
  • 持由香港入境事務處處長簽發的受養人簽證 / 進入許可證來港而獲發簽證時已年滿18歲或以上的人士。)

2 假如你沒有香港居留權(即香港身份證出生日期一欄下方沒有英文字母"A") ,你必須在遞交申請時一併提供進入香港的許可證明文件副本,例如單程證 / 受養人簽證等。

你只可於同一學年內,就一個合資格的全日制課程申請資助。

(3)

若你在2020/21學年合資格申請「本計劃」,亦可同時申請「學生車船津貼」。詳情請參閱申請指引第三部份的附錄 (二)。

若你在2020/21學年合資格申請「本計劃」,你亦會同時符合資格申請「全日制大專學生免入息審查貸款計劃」。該計劃提供無須入息及資產審查的貸款以協助合資格的學生繳付學費。「全日制大專學生免入息審查貸款計劃」的最高貸款額為申請人該學年應繳學費的總額。有關詳情,請參閲「免入息審查貸款計劃」申請指引

假如你在2020/21學年將參與海外交換生計劃,只要你在參與計劃期間仍然是理大的全日制政府資助的同學,並繳交學費予理大,你便符合申請「本計劃」的資格。

倘若你於任何「學生資助處」所管理的學生資助 / 貸款計劃尚有已經要求償還,但仍未償還的助學金及 / 或貸款 / 或學生車船津貼,學生資助處監督將會個別考慮你的資助 / 貸款申請。

 

附註

(i)

一般而言,你需繳付全年學費港幣31,575元(高級文憑課程同學) 或港幣42,100元(學士學位課程同學)。

(ii)

假如你的學生身份有變,你可能不再合資格獲取「本計劃」及「學生車船津貼」的資助。在確定變更後,你必須立即書面通知學生資助處 (「學資處」) 及準備退還多付給你的貸款(如適用)。

資助計算方式

同學是否可獲得助學金及 / 或貸款,乃視乎你的家庭經濟狀況而定。你可以獲得最高助學金額或貸款額由 0% 至 100% 不等。

理大同學的最高助學金額是根據學費及學習支出計算出來,視乎學生修讀的課程而定,所以款額不一。 貸款則為協助學生應付生活開支而設,所有學生可得的貸款額上限相同。

至於申請人可以獲得的最高助學金額或貸款額百分比,是根據一層入息審查及一層資產審查計算出來。

第一層入息審查是運用以下公式,計算出申請人的「調整後家庭收入」:

(如屬二至三人的單親家庭,公式中分母的「1」會增加至「2」)

然後參照「調整後家庭收入」計算便覽 ,找出所屬的組別可得的最高助學金額或貸款額百分比,換算出經第一層審查後可得的款額。

經第一層審查得出的助學金額或貸款額,須經第二層審查(即資產審查),根據資產值按比例計算表,按你家庭成員所擁有的資產淨值作進一步調減。

若你想大約估計你可能獲得的資助額,可採用 「學資處電子通」 的 「財務試算機」作參考。

2020/21理大同學的最高資助金額

理大同學所獲得的助學金及貸款金額,是根據申請人的家庭經濟狀況(主要是家庭入息及資產水平),需繳學費及就讀學科的學習費用釐定。同學可參考「Maximum Grant and Loan Levels for PolyU students 2019/20」。2020/21學年資料將於2020年7月初上載。

2020/21「資助專上課程學生資助計劃」包括的理大課程

所有符合申請2020/21「資助專上課程學生資助計劃」的全日制政府資助的理大課程,皆列於適用於理大的「課程編號一覽表」。同學在輸入第3步「學校資料」前,可先於此表查閱有關資料。

遞交2020/21表格

- 由2020年4月20日起,「資助專上課程學生資助計劃」(簡稱TSFS) 的合資格申請人可透過網上平台「學資處電子通 - 我的申請」(ess.wfsfaa.gov.hk) 遞交電子申請。

- 遞交網上申請後,請於七天內遞交已簽署聲明書及證明文件予「學生資助處」。

- 同學可於這平台參閱網上示範 (https://ess.wfsfaa.gov.hk/demo/tc/)。

就讀全日制政府資助課程的本地研究生

自2018/19學年起,政府已為修讀教資會資助研究院研究課程的所有本地學生提供學費豁免(https://www.ugc.edu.hk/big5/rgc/funding_opport/tws.html)。因此,通過TSFS入息及資產審查的合資格同學,將只會獲批學習費用助學金及生活費貸款(如有)。

遞交2020/21所需文件

你在遞交網上申請表後,需於七天內以下列方法遞交已簽署聲明書及證明文件

透過網上平台上載 (只適用於文件頁數較少個案- 檔案必須以PDF或JPEG格式儲存及不可超過20MB - 約50頁黑白字A4紙。如你需上載的文件多於50頁,請選擇其他方法一次過遞交。);

如有暫未能提供的資料/文件,必須在申請表格第12步「暫時未能提供的資料/ 證明文件」欄內列明並簽署作實。當所述資料 / 文件備妥,必須立即傳真 / 郵寄 / 親身送交「學生資助處」。

倘若你在遞交申請書時沒有申報 / 提供所需資料及 / 或證明文件,而有關資料 / 證明文件是在「學生資助處」查詢後才申報 / 提供,你的申請會被視作誤報或漏報資料處理。申請人本年度及往年的申請資格可能被取消及/或被要求全數歸還已發放的資助,申請人及 / 或其家人更可能被檢控
