Digital advancements, particularly Web 3.0, hold immense potential for reshaping education and training systems by fostering innovative methodologies that encompass a wider spectrum of learning outcomes in an era of perpetual learning. Yet, despite this promise, many organisations have yet to harness these capabilities for necessary transformations. While a few entities, mainly in the business domain, have experimented with blockchain over the last decade, most individuals prioritise profit-centric aspects of technology. The Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ), as an accrediting body, can capitalise on Web 3.0 to continuously enhance education quality and credential validation. Integrating Web 3.0 technologies offers transformative prospects for HKCAAVQ's operational model, necessitating an identification of targeted areas. Thus, this study delves into applying blockchain within the Web 3.0 context to devise a service framework for the accreditation industry. Such an approach fortifies HKCAAVQ's quality management system, furnishing value to stakeholders. Adoption of this framework empowers HKCAAVQ to exploit blockchain's potential, thereby refining accreditation procedures and services.
