簡啟文博士自2003年於國立台灣大學獲得學士學位後，便成為職業治療師。在加入香港理工大學之前，他於2010年在澳洲蒙納許大學(Monash University)獲得職業治療學博士，接著在澳洲昆士蘭大學(The University of Queensland)從事三年的博士後研究員工作。在這段期間，他評估與治療過許多肢體、發展或智能障礙的孩童以及他們的家庭成員。
簡博士的研究興趣是發展兒童手技巧相關之評估工具，以及應用現代測驗理論(像是羅許測量模式)來驗證既有康復評估工具的心理計量特性。同時他創建了一個孩童手技巧評估測驗中心(Children’s Hand Skills Assessment Hub)，此中心包含三個由簡博士所發展的測驗，如孩童手技巧評估測驗(Assessment of Children’s Hand Skills, ACHS)、孩童手技巧能力問卷(Children’s Hand-Skills ability Questionnaire, CHSQ)、和孩童使用手於生活參與之測驗(Children’s Assessment of Participation with Hands, CAP-Hand)。
簡博士近期的研究在探討各種孩童生活參與的支持或阻礙因子(包含身體功能、活動、表現、環境和個人特質)，和推廣以生活參與為中心的評估和治療模式，以促進身心障礙孩童的社交和社區參與。
