Biography

 

Dr Miranda Lou is Executive Vice President of The Hong Kong Polytechnic University, responsible for planning and leading institutional matters in connection with the management of the University’s resources and institutional advancement.  The scope of responsibility covers finance, human resources, information technology, knowledge transfer and entrepreneurship, alumni engagement and institutional advancement, Mainland development, communications and public affairs, campus development and facilities management.

Dr Lou had worked for Wharf (Holdings) Limited, Independent Commission Against Corruption (ICAC) and OOCL Group.  Her last position prior to joining the University was Chief Operating Officer of OOCL Logistics, leading the strategic planning and global business development of the company.  Previously she had served in different global and regional leadership roles within the OOCL Group, including Director of Asia-Europe Trade, Managing Director of Hong Kong and South China, and General Manager of Corporate Administration.

During Dr Lou’s tenure with the OOCL Group, she enhanced organisational capabilities with innovative practices and brought growth in scale and profitability to the business units she managed.  Dr Lou also steered the design and implementation of numerous re-engineering initiatives to strengthen the company’s competitiveness, including centralising and offshoring various support, expert and customer-interactive roles; setting up global IT development centres; and institutionalising quality management into organisational practices.  Under her leadership, the in-house designed global Human Resources Information System, an online platform for blended learning solutions, and knowledge management initiatives were launched with external awards received.

Apart from the experience in the business sector, Dr Lou had worked at the headquarters and local office of the Community Relations Department of the ICAC in formulating strategy and implementing plans and programmes to promote corruption prevention and business ethics to the community.

Dr Lou is currently board director of Logistics and Supply Chain MultiTech R&D Centre, council member of Hong Kong Council for Accreditation of Academic and Vocational Qualifications, and member of Hong Kong Housing Authority, Standing Commission on Civil Service Salaries & Conditions of Service, Insurance Appeals Tribunal, Hong Kong Committee for Pacific Economic Cooperation, Hong Kong Logistics Development Council and the Logistics Management Committee of The Hong Kong Management Association.  She also served as Vice-Chairman of Hong Kong Liner Shipping Association and committee member of Hong Kong General Chamber of Commerce and Greater Pearl River Delta Business Council.

Dr Lou received her Doctor of Business Administration degree from The Hong Kong Polytechnic University, Master of Business Administration from The Chinese University of Hong Kong, Master of Science in Financial Management from the University of London, and Bachelor of Arts from The University of Hong Kong.
