The programme caters for aspiring employees in the public sector who wish to develop their management skills and enhance their career opportunities. This is a conversion programme, designed primarily for graduates in disciplines other than management. However, applicants with prior management or business education may be admitted, depending on their career needs.

The programme provides you with the needed foundation in the main functional areas of management, along with in-depth training in public sector management.

It provides:
  • theoretical and practical knowledge relevant to practising managers in the public sector;
  • essential techniques and generic skills required for managerial effectiveness;
  • a framework for advancing managerial competence;
  • development of your ability to contribute effectively in a cross-functional, team environment; and
  • opportunities to enhance knowledge by conducting independent investigations into specific management problems.

Special Features

This programme is designed for those currently pursuing management careers in the public sector, or managers in the voluntary or non-profit sector.
It provides an overview of the theory and practice of public sector management, and an outline of the social, political and economic contexts in which management has emerged as a crucial component of the public sector of Hong Kong, Mainland China and elsewhere. Introducing the major theories, issues and concepts involved in understanding the emerging discipline of public sector management, this programme examines strategies, techniques and key competencies for managing public sector organisations, and considers the main challenges to improving the organisation and delivery of public services.


Programme Details

For the MSc, students need to complete 4 Foundation Subjects, 3 Core Subjects 3 Elective Subjects and an Ethics Subject (31 credits). You may choose 3 Elective Subjects relevant to your professional interests from a list of Elective Subjects. Alternatively, you can take 4 Foundation Subjects, 2 Core Subjects and a Ethics Subject, the subject Research Methods and a Dissertation (Dissertation is equivalent to 9 credits).

Those who are unable to complete the MSc programme may graduate with a Postgraduate Diploma upon completing 4 Foundation Subjects and 3 Core Subjects (21 credits), or a Postgraduate Certificate# upon completing 4 Foundation Subjects (12 credits).

# The Postgraduate Certificate is awarded without a specialism, as a Postgraduate Certificate in Management.

Mode of Study and Duration


Mode of study: Mixed-mode
Students can pursue their studies in either a full-time study load (taking 9 credits or more in a semester) or a part-time study load (taking less than 9 credits in a semester).


Depending on their study pace, students should normally be able to complete the programme full-time in 1.5 years and part-time in 2.5 years with a maximum study period of 5 years. 


The programme offers a structured progression pattern, and you are highly encouraged to follow the pattern to benefit from a cohort-based study. However, being credit-based, the programme allows you the flexibility to proceed at your own pace according to your time commitment and learning needs, while not exceeding the prescribed maximum study period of 5 years.


Classes are normally scheduled on weekday evenings in three semesters (including an optional Summer Term) within an academic year.

Entrance Requirements

  • A Bachelor's degree or equivalent professional qualifications, preferably with at least one year of relevant work experience.
  • Applicants with other post-secondary qualifications, normally not under 27 years old, who have been employed in industry, commerce or public administration for not less than 6 years, of which 3 years in a managerial capacity, will also be considered.
  • If you are not a native speaker of English, and your Bachelor's degree or equivalent is awarded by institutions where the medium of instruction is not English, you are expected to fulfil the University's minimum English language requirement for admission purpose.
