Prof. Hui is an all-round professional with diverse experience in both local and international research and consultancy projects. In 2015, Prof. Hui received a medal of honour from the Hong Kong SAR Government to recognize his outstanding contributions to the society, especially on Town Planning Board and the surveying sector.

His latest research projects focus on the analysis of real estate markets and urban development in Hong Kong and Greater China.

Dr. Lai Yuk-fai, Stephen

A well-respected quantity surveyor, Mr. Stephen Yuk-fai Lai is a member of Rider Levett Bucknall’s global board and managing director overseeing Hong Kong, China and Korea offices.

Mr. Lai joined the firm in 1989 and built his reputation as a trusted Cost and Contract Management Consultant. For more than 30 years, he has developed creative project delivery strategies for clients throughout Asia and the Middle East. Externally, he has become a trusted thought leader on state of the construction industry and future trends in construction project management.

Mr. Lai is a Fellow of the Royal Institution of Chartered Surveyors, a Fellow of the Hong Kong Institute of Surveyors, and a Fellow Member of the China Engineering Cost Association. He is the Past President of the Hong Kong Institute of Surveyors. Currently, he is the Chairman of the Mainland Affairs Committee of the Hong Kong Institute of Surveyors, Board Member of the Construction Industry Council and Chairperson of the Committee on Construction Procurement, Member of the Start-up Loan for Post-secondary Education Providers Vetting Committee; Member of the Appeal Tribunal Panel; Member of the Working Group on Professional Services for Economic Development Commission; Board Member of Zero Carbon Building; Member of Provision of Space in the Legal Hub committee; Member of the Corruption Prevention Advisory Committee of the Independent Commission Against Corruption; Member of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) of Xuhui District, Shanghai.

Mr. Lai earned his Bachelor of Science from the University of Aston, Birmingham in the United Kingdom, obtained his Master of Science in E-Commerce for Executives from Hong Kong Polytechnic University and conferred his Honorary Doctor of Science from the University of Aston, Birmingham.

Dr. Qu Jian’s main research areas include planning of domestic and foreign special economic zones, technological innovation and planning of high-tech industries, industrial transformation and upgrading. In recent years, as the head of the Chinese expert delegation, he and his team provide support to the planning and development for special economic zones and industrial parks of more than 10 Asian and African countries, including Pakistan, Sri Lanka, Ethiopia, Kenya, Congo (Brazzaville), Côte d’Ivoire, etc.

The national and local research projects of Dr. Qu Jian and his team include the National Twelfth Five-Year Development Plan for National Economic and Technological Development Zones and Border Economic Cooperation Zones, the National Innovative Urban Construction Plan, the Strategic Study of China’s Processing Trade Transformation and Upgrading, Research on the Development Model of China’s Development Zones and Customs Special Supervision Zones, China’s Yellow River Delta Efficient Ecological Economic Development Plan, New Features, New Trends and Measures of Multinational Corporations’ Investment in China, Research on Strategy of China’s Processing Trade Transformation and Upgrade, etc. Besides, Dr. Qu and his team provide study on the development strategy and planning of special economic zones and industrial parks in many countries.

He has published more than 100 academic papers, with publications including Research on the Transformation and Upgrading of Guangdong Processing Trade , Research on the Development Strategy of Modern Service Industry, Research on the Relationship between Foreign Direct Investment and Economic Growth Mode Transformation, Investment Environment in the Pearl River Delta, Investment Environment in the Yangtze River Delta and other books.
