Procedures For Operating The Network

The Network of Asia-Pacific Education and Training Institutes in Tourism (APETIT) was established by UNESCAP in 1997. APETIT has since been functioning as an effective mechanism for promoting cooperation and training. Altogether 252 tourism education/training institutes and national tourism organizations in 45 countries and areas are currently participating in the Network activities.

The Network is being administered by an Executive Committee and a General Council with a designated APETIT member institute acting as the APETIT Coordinating Institute.

To facilitate the smooth operations of the network, a set of guidelines has been developed and is provided as follows:

 

1. Rules of procedures of meetings of
the Executive Committee and the General Council

The Executive Committee , composed of fifteen members, shall meet at least once a year and report to the General Council. The major responsibilities of the Executive Committee are to prepare a two-year programme of work, review the progress of activities undertaken by the Network and consider applications for memberships.

The General Council , composed of all member of the Network, shall meet at least once every two years at a place and date determined by the Executive Committee. The General Council establishes the policies of the network, review and evaluates the activities of the network and approves the programme of work. It also appoints members to the Executive Committee.

The APETIT Coordinating Institute shall convene meetings of the Executive Committee and of the General Council in close consultation with the concerned authorities of the selected host country. This includes the drafting of agenda, preparation of support documentation, necessary arrangements of the meetings at the host country venue and the sending of invitation letters.

The meeting shall elect one Chairperson and two Vice-Chairpersons. The Chairperson (or the Vice-Chair) shall direct the discussions, accord the right to speak, put question to vote (if necessary), announce decisions, rule on points of order, and declare the closing of each meeting.

The meeting shall adopt or amend the agenda drawn up.

Each member present shall have a vote. While all efforts shall be made for decisions to be adopted by consensus, decisions may also be taken, if necessary, by a simple majority of member present and voting. The voting shall be by show of hands. In this context, the term ¡§member present and voting¡¨ means members casting an affirmative or negative vote; members who abstain from voting are considered as not voting.

The working language shall be English.

A written report of the proceedings and decisions of each meeting of the Executive Committee and of the General Council shall be prepared by the APETIT Coordinating Institute and made available to all attending members of the Executive Committee or of the General Council as the case may be as soon as possible after the conclusion of each meeting. The members shall have two weeks from the time of receipt of the report to submit their comments or amendments to the APETIT Coordinating Institute. Passed this time frame, the APETIT Coordinating Institute shall finalize the report incorporating all the comments and amendments received.

 

2. Membership Directory of APETIT

The Membership Directory of APETIT is prepared by the APETIT Coordinating Institute . Any changes to be made in the Directory shall be communicated by the concerned member institutes to the APETIT Coordinating Institute.

 

3. Modalities for members' participation
in the Network operation

(a) Short-term advisory services

Experts who can provide advisory services are listed in the Directory of APETIT Expertise.

Institutes shall communicate directly with the identified experts within their respective institute. Should institutes need assistance in identifying appropriate experts, they shall consult with the focal point responsible for this activity area.

Accommodation and meals are expected to be provided to experts by host institutes. While in most cases, air transportation will need to be provided to the experts, arrangements for it will be determined between the host institutes and the concerned experts. No fees shall be charges for the services of the experts.

(b) Seminars/training programmes

Experts who can cooperate as resource persons are listed in the Directory of APETIT Expertise.

Institutes planning to organize seminars/training programmes shall directly communicate with the identified experts within their respective institute. Should institutes need assistance in identifying appropriate experts, they shall consult with the focal point responsible for this activity area. A profile of the Seminar highlighting objectives, dates, expected participants, programmes outline and subject of technical presentations by resource persons will have to be provided to the focal point responsible for the activity area.

(c) Student and staff exchange

Institutes interested in exchange programmes are listed in the Directory of Student and Staff Exchanges.

Institutes interested in student/exchange shall directly communicate with identified member institutes from the Directory and determine relevant arrangements for the exchange.

(d) Joint research

Research can be undertaken through joint efforts of two or more members. Should institutes need assistance in identifying appropriate partners, they shall consult with the focal point responsible for this activity area.

(e) APETIT Newsletters

The focal point responsible for this activity area shall inform members of the expected date of the next issuance of the Newsletter and solicit contributions from member institutes. Contributions from members may include articles on:

  • APETIT cooperation programmes (seminars/training programmes, students/staff exchange, advisory services, joint research, etc.).
  • Major events implemented or to be implemented.
  • Research/studies/publications.
  • Other subjects of interest to member institutes.

(f) APETIT Web site

The focal point responsible for the activity area on ¡§Information management and communication¡¨ shall maintain the APETIT web site in close consultation with the APETIT Coordinating Institute.

(g) Directory of APETIT Expertise

The Directory of APETIT Expertise is prepared by the focal point responsible for the activity area on ¡§Sharing expertise¡¨. Member institutes wishing to add experts in the Directory or to update previous entries will have to write directly to the above-mentioned focal point.

(h) Directory of Students and Staff Exchanges

The Directory of Student and Staff Exchange is prepared by the focal point responsible for the activity area on ¡§Student and faculty/staff exchange and development¡¨. Member institutes wishing to be included in the Directory or to update previous entries will have to write directly to the above-mentioned focal point.

 

4. Reporting

(a) Advisory services

Experts who undertook advisory services shall send brief reports of their advisory services to the host institutes with copies to the focal point responsible for the activity area on ¡§Education and training development¡¨ and the APETIT Coordinating Institute.

(b) Seminars/training programmes

Institutes which organized seminars/training programmes shall send brief reports of these events to cooperating institutes with copies to the focal point responsible for the activity area on ¡§Education and training development¡¨ and the APETIT Coordinating Institute.

(c) Student and Staff Exchange

Institutes which dispatched student/staff members shall send brief reports to host institutes with copies to the focal point responsible for the activity area on ¡§Student and faculty/staff exchange and development¡¨ and the APETIT Coordinating Institute.

(d) Joint Research

The institute leading the research shall send progress and terminal reports to partner institutes with copy to the focal point responsible for the activity area on ¡§Research and development¡¨ and the APETIT Coordinating Institute.

(e) Format of the reports

All the above-mentioned reports will have to be sent within 2 weeks after completion of every cooperation programme and include the following information:

  • Dates.
  • Venues.
  • Objectives.
  • APETIT member institutes involved.
  • Number of participants (for seminar and training programmes, a list of participation shall be attached).
  • Programme outline.
  • Summary of advice (for advisory services).
  • Major findings (for research projects).

 

5. Communications

Copies of correspondence between member institutes related to advisory services, seminars and training programmes, student/staff exchange and joint research shall be sent to the APETIT Coordinating Institute so that it can monitor the progress of cooperation arrangements.
