苏港澳高校合作联盟成立大会举行

12月16日,苏港澳高校合作联盟成立大会以视频连线方式在南京和香港同步举行。江苏省委书记
吴政隆在主会场出席大会并致辞,香港特区行政长官林郑月娥在分会场致辞,教育部部长怀进鹏
以视频形式致辞,江苏省委副书记、代省长许昆林出席大会。澳门特区行政长官贺一诚委托特区
政府社会文化司司长欧阳瑜以视频形式致辞。

吴政隆代表江苏省委、省政府向联盟成立表示祝贺,向长期以来关心支持江苏发展的香港、澳门
特区政府,教育部、国务院港澳办,香港中联办、澳门中联办,以及33所联盟高校表示感谢。他
说,苏港澳三地根脉相连、渊源深厚、交往密切。非常高兴与大家相聚在“云端”,共同见证苏港
澳高校合作联盟成立。这对深化苏港澳教育领域交流合作,发挥各方优势,更好促进共建“一带一
路”、长三角区域一体化发展与粤港澳大湾区建设,具有重要意义。吴政隆指出,当今世界,百年
变局和世纪疫情交织叠加,这既是大发展的时代,也是大变革的时代。江苏正深入贯彻习近平总
书记重要指示和党的十九届六中全会精神,按照江苏省第十四次党代会部署,立足新发展阶段,
贯彻新发展理念,构建新发展格局,推动高质量发展,坚决扛起总书记赋予的“争当表率、争做示
范、走在前列”光荣使命,奋力谱写“强富美高”新江苏现代化建设新篇章。香港和澳门正按照国家
规划的新定位,抢抓国家战略实施的重大机遇,不断融入国家发展大局、增创发展新优势。这些
都为苏港澳融合发展增添了新动力,也为苏港澳高校合作联盟提供了广阔空间和发展机遇。我们
相信,在教育部、国务院港澳办和各方大力支持下,苏港澳高校合作联盟一定能够将“国家所需、
三地所盼、联盟所长”结合起来,依托三地优质科教资源优势,深化各领域交流合作,为促进共同

林郑月娥说,苏港澳高校合作联盟成立,让三地高等教育交流合作迎来新局面。希望联盟高校精

统文化为目标,在科技创新、人才交流等领域进一步整合和发挥各方优势,为苏港澳师生创造更
多发展机遇,为国家发展作出贡献。特区政府将一如既往鼓励各高校积极利用联盟平台协同创新,
提升合作层次和水平,发挥香港高等教育优势,对接国家“十四五”规划,更好服务国家发展大局。

怀进鹏对苏港澳高校合作联盟成立表示祝贺。他说,江苏、香港、澳门分别是长三角地区重要省
份和粤港澳大湾区两大中心城市。希望联盟高校着眼大局、深化合作、面向未来,推动苏港澳高
等教育提质增效,为国家发展大局和长三角区域一体化发展、粤港澳大湾区建设贡献智慧,促进

澳门中联办副主任郑新聪,香港中联办、联盟高校及苏港澳有关部门负责人参加大会。

苏港澳高校合作联盟由江苏省教育厅、省港澳办发出倡议,南京大学联合香港理工大学、澳门大学、
南京师范大学共同发起。联盟秉持“开放、共享、多赢”理念,共建共享高水平合作平台、高品质大

学合作联盟,更好服务国家发展大局。

华为-中科院数学与系统科学研究院π实验室成立

2021年12月15日,由华为公司和中科院数学与系统科学研究院(数学院)联合举办的π实验室揭牌
仪式暨实验室2021年度技术讨论会在数学院举行。实验室联席主任数学院马志明院士和华为公司
董事、战略研究院院长徐文伟先生,以及数学院院长席南华院士、郭雷院士、袁亚湘院士、高小
山研究员、戴彧虹研究员、闫桂英研究员、华为公司北京研究所所长常胜、无线分部部长胡华东、
海思分部部长林江艳、高校系统部部长尹建春等专家出席了此次活动。

席南华院长代表数学院首先致辞,对各位嘉宾的到来表示热烈欢迎。他讲到,华为公司拥有非常
丰富的创新精神、文化内涵和时代内涵,非常重视数学对企业发展的推动作用,这样的重视也引
起了社会各界的广泛关注。数学院是我国数学领域标志性的研究机构,代表着我国数学科学的最
高研究水平,自成立之日起就非常重视数学的应用研究,为国家、为企业系统解决数学问题做出
过很多贡献。我国古代数学家祖冲之在圆周率π上的研究领先其他国家很多年,他的思想方法产生
了巨大的影响。今天π仍旧是一个有足够魅力和深刻内涵的符号。将华为的精神、数学院的精神以
及π的深刻内涵和魅力凝结在一起成立的π实验室,必将会把华为和数学院的合作推升到新的高度,
深度参与数学在我国国家建设中的应用。最后,席南华院长祝π实验室发展越来越好,为我国科技
创新发展做出贡献。

徐文伟董事随后致辞,表示与顶尖数学机构开展深入合作是华为的重要战略。徐文伟指出,数学
是信息产业的基础,华为的发展受益于数学,5G的重要技术如Polar码和Massive MIMO等都充分
应用了数学理论和工具,但是,未来的信息产业将面对更大的挑战,比如更快的速率,更多的连
接,更短的时延,更加需要数学理论的研究和突破。徐文伟认为,企业与数学界需要建立良好的
交流机制,探索有效的合作模式,包括企业与数学家紧密配合,相互理解,把企业的工程问题数
学化,把数学理念、成果、工具等应用到产品中。他特别感谢数学院前期对华为的大力支持,包
括马志明院士等举办的ICT领域的数学基础研讨班等活动,期待π实验室成为一个开放性的全球数
学研究平台,针对世界级难题和产业真实挑战问题开展研究,也期待相关成果在产品和解决方案
上落地。

π实验室联席主任马志明院士与徐文伟董事为实验室揭牌,数学院席南华院士、郭雷院士、袁亚
湘院士、高小山副院长,与华为公司北京研究所所长常胜、海思分部部长林江艳、高校系统部部
长尹建春、无线分部部长胡华东等共同见证揭牌。

揭牌仪式后,马志明院士介绍了实验室的基本情况,包括组织架构、前期历程、现有方向和未来
的工作布局。他指出,起名为π实验室,而不是传统的联合实验室,意味着希望淡化单位色彩,打
破机构边界,让实验室走向全球。他还强调,π实验室将不断创新研究和活动模式,向全球开放,
吸引全世界的科研工作者参与到相关课题和科研项目中来,努力引领通信技术数学理论的研究。

郭雷院士作为实验室学术顾问致辞。他讲到,祖冲之在π的研究历史上领先,现在的我们更要树雄
心、立壮志,永攀世界高峰。π还是一个无限不循环小数,这意味着数学的魅力是无穷的,科研人
员攀登的过程要永不止步。3.14的后一天是3.15消费者权益日,这也意味着科技不仅要引领生活,
更要始终坚持以人为本,使人民群众的生活更加美好。郭雷院士还希望双方开展更加深入的合作,
特别是对一些从事交叉研究的年轻学者,要“研究真问题,真研究问题”,更好地服务国家发展和
未来的产业需求。

在随后召开的实验室2021年度技术讨论会上,华为公司无线技术实验室专家王俊介绍了华为与数
学院已经取得的合作成果,数学院闫桂英研究员、戴彧虹研究员、赵延龙研究员、崔涛研究员、
叶科副研究员、张世华研究员、刘晓东副研究员、姚大成副研究员先后就实验室的相关研究方向

做了介绍。实验室管理委员会讨论确定了实验室2022年活动计划。

徐宗本院士论人工智能的10个重大数理基础问题

中国工业与应用数学学会顾问委员会委员、大数据与人工智能专业委员会主任徐宗本院士近日在
《中国科学:信息科学》上发表重要文章《人工智能的10个重大数理基础问题》。

作为新一代信息技术的代表,人工智能(artificial intelligence, AI)已经广泛应用于科学、社会、经济、
管理的方方面面,已经成为创新驱动发展的核心驱动力之一。 然而,就其技术发展而言,人工智
能还只是突破了从“不可用”到“可以用”的技术拐点,从“可以用”到“很好用”“用得好”还存在诸多技术
瓶颈,正呼唤重大技术变革。

技术变革的先导是理论创新,即基础研究。它是指对事物本质和规律的科学化探寻和揭示,是启发、
促动技术变革的激发源和理论依据。理论创新既应包括对原有理论体系或框架的新突破、对原有理
论和方法的新修正和新发展,也包括对理论禁区和未知领域的新探索。本文主要关注人工智能技术
发展当前亟待解决的重大数理基础问题。

为什么要特别关注AI的数理基础问题呢?这是因为当前人工智能技术和发展主要是靠“算例、算法、
算力”所驱动的,其基础是数据,其核心是算法,这二者都深刻地以数学为基础。数学主要提供所
研究问题的形式化手段、模型化工具和科学化语言。没有形式化就没有程式化和计算机化,没有模
型化就没有定量化和知识化,没有科学化就没有系统化和现代化。所以,数学在科学技术中具有独
特的作用和价值。对人工智能而言,数学不仅仅是工具,还是技术内涵本身,而且常常也是最能体
现本质、原始创新的部分。美国国家研究委员会的报告[1]中所说的“进入高技术时代,我们也就进
入了数学技术的时代”,尼克松科学顾问艾德华·大卫(David Edwards)所说的“很少人认识到当今如此
被广泛称颂的高技术在本质上是一种数学技术”大概都指这一道理。

本文提出并阐述人工智能研究与应用中亟待解决的10个重大数理基础问题:

(1) 大数据的统计学基础;

(2) 大数据计算的基础算法;

(3) 数据空间的结构与特性;

(4) 深度学习的数学机理;

(5) 非正规约束下的最优输运;

(6) 如何学习学习方法论;

(7) 如何突破机器学习的先验假设;

(8) 机器学习的自动化;

(9) 知识推理与数据学习的融合;

(10) 智能寻优与人工智能芯片问题。

徐宗本,中国科学院院士,西安交通大学教授,大数据算法与分析技术国家工程实验室主任,西安
数学与数学技术研究院院长,人工智能与数字经济广东省实验室(广州)(琶洲实验室)主任。中
国工业与应用数学学会第七届理事会副理事长、顾问委员会委员、大数据与人工智能专业委员会主
任。主要从事智能信息处理、机器学习、数据建模基础理论研究。

国家天元数学东南中心召开“2021厦门非线性椭圆偏微分方程研讨会”

2021年12月17日-12月19日,由国家天元数学东南中心主办的“2021厦门非线性椭圆偏微分方程研
讨会”通过腾讯会议线上举行。来自中国科学技术大学的麻希南教授、清华大学的简怀玉教授、北
京师范大学的保继光教授、华中师范大学的彭双阶教授等100余名专家学者参加了会议。开幕式由
厦门大学数学科学学院夏超教授主持。

国家天元数学东南中心执行委员会主任、厦门大学数学科学学院院长谭绍滨教授致欢迎辞,向与
会的专家学者们表示热烈的欢迎。他介绍了厦门大学数学学科的发展历程以及国家天元数学东南
中心成立的过程与发展现状,欢迎大家疫情过后来厦门指导交流,并预祝此次会议取得圆满成功。

中国科学技术大学的麻希南教授代表会议组委会致辞。他感谢国家天元数学东南中心的组织安排,
希望会议能进一步推动相关领域专家学者们的合作交流。

来自北京师范大学、东南大学、复旦大学、华东师范大学、华中师范大学、南京理工大学、南开

学术合作的平台,共同探讨椭圆偏微分方程领域的最新进展,达到促进非线性椭圆偏微分方程学
科发展的目的。

国家天元数学东南中心“深度学习与科学计算的结合:基础与提高”短课程圆满落幕

结合:基础与提高”短课程。本次短课程开设1门课程,课程共12学时,招收校内外学员757名。

短课程开幕式由厦门大学数学科学学院毛志平教授主持。厦门大学数学科学学院邱建贤教授致欢
迎辞,他首先感谢两位授课专家,简单介绍了本次暑期学校安排情况,希望学员们在短课程期间
认真学习交流。

短课程邀请了美国宾夕法尼亚大学的陆路助理教授与上海交通大学的许志钦副教授为学员们讲授。
课程内容主要分为两部分,第一部分为深度学习(深度神经网络)的基本知识。第二部分为深度
学习(深度神经网络)的部分基础理论及应用,同时讲授对应的编程实现。课程内容既包括基础
知识,又含有前沿研究。
