Important Notice

From the 2017/18 academic year, a photocopy of the automatic teller machines (ATM) transaction advice or the customer copy of the bank pay-in slip for the HK$260 administrative fee paid should be submitted together with the signed declaration and required supporting documents to the Student Finance Office (SFO) within 7 days after you have submitted the on-line application.

The original receipt for the administrative fee paid should be submitted together with the loan documents and the required documents to the SFO of the Working Family and Student Financial Assistance Agency (WFSFAA) upon acceptance of the NLSFT loan.

Eligibility

(1) You (PolyU student) may be eligible for applying the Non-means-tested Loan Scheme for Full-time Tertiary Students (NLSFT) if: 
  (a) you are a registered student taking up an exclusively government-funded student place of one of the PolyU government-funded programmesin the 2019/20 academic year;
    and
  (b) you have the right of abode in the Hong Kong Special Administrative Region (Hong Kong) or have resided or have had your home in Hong Kong continuously for 3 complete years prior to the commencement of the course**.

(Remarks: This does not cover students holding -

  • student visas/entry permits;
  • visas /entry permits under the Immigration Arrangements for Non-local Graduates; or
  • dependant visas/entry permits which were issued to them by the Director of Immigration when they were 18 years old or above.)
** If you do not have the right of abode in Hong Kong (without the alphabet "A" beneath the Date of Birth field of the Hong Kong Identity Card), you should also provide a copy of their entry permits to Hong Kong, e.g. one-way permit/dependant visa, etc., with your application.
(2) Your eligibility is restricted to only one eligible full-time course in any one particular academic year.
(3) If you have any arrears of grant and/or loan and/or student travel subsidy under any financial assistance/loan schemes administered by the Government's Student Finance Office (SFO), your application for financial assistance/loan will be considered by the Controller, SFO on individual merits.

* Remarks

(i) Normally, you are required to pay a flat annual tuition fee of HK$31,575 (for Higher Diploma students) or HK$42,100 (for Bachelor's Degree students). 
(ii) If there is change of your student status, you may no longer be eligible for the assistance under the NLSFT. Upon the change is confirmed, you should immediately notify the SFO in writing and be prepared for the repayment of the overpaid assistance, if any.

Maximum Level of financial assistance under the NLSFT

(1) Students who apply for NLSFT only, i.e. have not applied for assistance under the TSFS or fail to obtain assistance under the TSFS, may receive NLSFT loan(s) up to the maximum amount of their tuition fees payable.
(2) Students who receive financial assistance under the TSFS may be entitled to loan(s) under the NLSFT up to the difference between the maximum financial assistance under the TSFS and the amount of financial assistance they may receive under the TSFS, subject to the NLSFT loan maximum (equivalent to the tuition fees payable) not being exceeded.
(3) With effect from the 2012/13 academic year, a combined life-time loan limit is imposed on students eligible for receiving loans under NLSFT and NLSPS [i.e. students taking courses covered by TSFS and FASP]. The loan limit will be price-adjusted annually in accordance with the Composite Consumer Price Index.  For 2019/20 acadmic year, the combined life-time loan limit is HK$372,700. 
(4) Loan(s) disbursed from the 2012/13 academic year and onwards will be counted towards the combined life-time loan limit, which is not of revolving nature and will not be reset by any repayments.
(5) Students who have exhausted their life-time loan limit for studying courses for attaining their first degree-level study may apply to use up to HK$100,000 of their life-time loan limit under ENLS (applicable to students not covered under TSFS or FASP and pursuing specific part-time and full-time post-secondary and continuing and professional education courses in Hong Kong). Such applications will be considered on a case-by-case basis. The SFO will consider factors such as whether the students are studying for their first degree-level study and the tuition fee level of the course, etc.

Briefing Sessions for New Students

If you want to have an idea about financial assistance schemes applicable to you, you are welcome to join one of the following briefing sessions on financial assistance schemes conducted by PolyU Centre STARS. In each session, staff member of the Hong Kong Monetary Authority (HKMA) will also present you a 15-minute talk on Smart Use of Credit Cards.

2019/20 Application Procedures

"Learn to Manage Money Before It Manages You" - Think twice about your repayment ability before you apply for any loans.

Starting from 1 April 2019, eligible applicants can submit electronic application for the 2019/20 “Non-means-tested Loan Scheme for Full-time Tertiary Students (NLSFT)” via the online platform “SFO E-link – My Applications” (ess.wfsfaa.gov.hk). Online demonstration and related documents can also be found on this platform.

(1) Read the Guidance Notes and online demonstration which can be found on the “SFO E-link – My Applications” (ess.wfsfaa.gov.hk);
(2) Submit online application via “SFO E-link – My Applications” (ess.wfsfaa.gov.hk);
(3) Submit the signed declaration and  required supporting documents (including copy of proof for the HK$260 administration fee) to the SFO within 7 days by one of the following methods:
 
1. by online upload via “SFO E-link – My Applications” (ess.wfsfaa.gov.hk); (PDF or JPEG format, max capacity 6MB);
2. by post or by hand to the Student Finance Office (SFO) - Room 1204, 12/F, Cheung Sha Wan Government Offices, 303 Cheung Sha Wan Road, Kowloon (Attn: NLSFT APU)
(Underpaid mail items will not be accepted. If you submit your supplementary information by post, please ensure sufficient postage is paid and provide a return address on the back of the envelope. Otherwise, your mail may not be delivered to the SFO. For details and calculation of postage rates, please visit the Hong Kong Post’s website: http://www.hongkongpost.hk/eng/postage/index.htm).
3. by hand to the government SFO drop-in box at PolyU Centre STARS (Room QT308, Core T)  between 9 September and 21 October 2019
(Collection time: Mon - Fri: 9 a.m. to 12:30 p.m. & 2 p.m. to 5:45 p.m.; except public holidays).
(4) If the information provided is complete, the SFO will normally issue the “Notification of Result of Application for Loan within 3 weeks from the date of the SFO’s issue of the “Acknowledgement of Receipt of Application”;
(5) Fill in the loan documents and return the complete set of required documents together with the original copy of receipt of the paid administrative fee to the SFO before the deadline shown on the result letter. Late submission may lead to delay in loan disbursement;
(6) Receive the "Remittance Advice" issued by the SFO about 3 weeks before the loan disbursement date (i.e. the loan draw down date) shown on the advice*; and
(7) Before the loan disbursement date, receive an email issued by the Finance Office of PolyU about the update of NLSFT transaction record on the Student Account Enquiry (SAE) facility at https://www40.polyu.edu.hk/fosae/.
(8) If you have settled the tuition fee in full by the time your borrowed NLSFT loan is released, PolyU Finance Office will normally refund the NLSFT loan to your designated bank account filled in your NLSFT e-application form after 1 to 2 working days. 

 

* Neither your application nor the approval for an NLSFT loan carries any implications that the payment due date of your tuition fee has been or will be deferred by PolyU. It is your own responsibility to ensure that you are able to settle your tuition fee on or before the due date.

2019/20 Application Period

(1)  For local full-time government-funded students of taught programmes admitted in 2018/19 or before
 

The normal application period is over.  However, you can consider submitting late application.

Late submission after the official deadline

You can try to submit late application via "SFO E-link - My applications" (ess.wfsfaa.gov.hk) as soon as possible.  However, late application may lead to late release of entitled assistance, if any, Also, SFO will accord priority to those applications with complete information submitted on or before the deadline. 

After submitting online application form, you must submit the signed declaration and the required supporting documents to the SFO within 7 days. 

If you have genuine financial difficulties and have to wait for the late disbursement of the NLSFT loan for direct settlement of tuition fee, you may apply for Deferred Payment. For details, please visit http://www.polyu.edu.hk/stars/fa/def from mid-Aug 2019.

For new local full-time government-funded students admitted in 2019/20

 

Official Deadline for Current Students: 23 Sept 2019 (Mon)

You can submit online application via "SFO E-link - My Applications" (ess.wfsfaa.gov.hk).  After submitting online application form, you must submit the signed declaration and the required supporting documents to the SFO within 7 days. 

Late submission after the official deadline

You can try to submit late application via "SFO E-link - My applications" (ess.wfsfaa.gov.hk) as soon as possible.  However, late application may lead to late release of entitled assistance, if any, Also, SFO will accord priority to those applications with complete information submitted on or before the deadline.

Tuition Fee Payment for semester 2 of 2019/20

If you want to borrow the NLSFT loan for direct settlement of tuition fee for semester 2 of 2019/20 academic year, which will be due on 15 January 2020, please submit application not later than 18 October 2019 and ensure that you can receive "Remittance Advice" issued by the SFO office in early January 2020.

For local full-time government-funded research students

  Starting from 2018/19 academic year, the Government would provide tuition waiver for all local students enrolled in UGC-funded Research Postgraduate (RPg) programmes (https://www.ugc.edu.hk/eng/rgc/funding_opport/tws.html). All local students enrolled in UGC-funded RPg programmes will be provided with tuition waiver.  Therefore, eligible students are no longer eligible for applying the non-means-tested loan.
