Eligibility

You may apply for the NLSPS loan in 2011/12 if you:-

(1)

are a registered full-time student, aged 25 or below (i.e. born on or after 1 September 1985);

(2)

are engaged in full-time locally-accredited self-financing post-secondary education programmes leading to a qualification at sub-degree level or above;

(3)

(i)

for students engaged in a sub-degree programme, have not obtained any qualifications at sub-degree or above; or

(ii) 

for students engaged in a top-up degree programme, have not obtained any qualifications at degree level or above, and have obtained a locally-accredited sub-degree qualification (including all the sub-degree programmes covered by FASP and TSFS); or

(iii)

for students engaged in a degree programme, have not obtained any qualifications at degree level or above, and if you are in possession of a sub-degree qualification, such qualification must be a locally-accredited sub-degree qualification (including all the sub-degree programmes covered by FASP and TSFS); and

(4)

have the right of abode in the Hong Kong Special Administrative Region (Hong Kong) or have resided or have had your home in Hong Kong continuously for 3 complete years immediately prior to the commencement of the course. This does not cover students staying in Hong Kong holding student visas.

Your eligibility is restricted to any one eligible full-time course in any particular academic year.

Even if you are eligible under the above circumstances, the Controller of SFAA reserves the right to require you to submit supplementary documents/information on individual merits; and the final approval of your NLSPS application will still rest with the Controller of SFAA.

If you and/or your indemnifier has/have any arrears of grant(s) and/or loan(s) under any financial assistance/loan scheme(s) administered by the SFAA, the Controller of SFAA reserves the right to withhold processing of your application(s) for loan(s) or release of loan(s).

Maximum Level of financial assistance under the NLSPS

(1)

For students who have not applied for the FASP or fail to obtain assistance under the FASP, the maximum loan amount you may receive under the NLSPS is capped at the annual tuition fees payable for the course under application, an academic expenses of HK$4,300 and a loan for basic living expenses capped at HK$37,960. 

(2)

If you apply for financial assistance under the FASP and the NLSPS for 2011/12, the maximum financial assistance you may receive under these two schemes is capped at the annual annual tuition fees payable for the course under application, an academic expenses of HK$4,300 and a loan for basic living expenses capped at HK$37,960.  If you obtain financial assistance under FASP, the maximum amount of NLSPS loan will be up to the difference between the amount of financial assistance you may receive under the FASP and the maximum financial assistance you may receive under these two schemes.

2011/12 Application Procedures

"Plan Your Financial Ahead - Repay Your Loan with Ease"   

- Think twice about your repayment ability before you apply for any loan

For application, you should ensure the procedures below are properly followed :

(1)

correctly complete the Application Form & Register Label;

(2)

pay the administrative fee of HK$180 by:

(i)

writing your name in BLOCK LETERS in the box "Paid in by" of the pre-printed bank pay-in slip, then using it to settle the fee IN CASH and getting the “customer copy” at any HSBC branch; or

(ii)

transferring the fee to the SFAA’s account no. 044-171635-001 and getting the “transaction advice” through automatic teller machines (ATM) of the HSBC/Hang Seng Bank;

(3)

submit the completed application form as well as the necessary documents (i) to (vi) to SAO at Room ST314 (Submission time: Mon - Fri 9:00 a.m. - 12:30 p.m. and 2:00 p.m.- 5:00 p.m.; except Public Holidays) ;

(i)

original receipt of the paid administrative fee, i.e. customer copy/transaction advice (Please mark your full name and HKID No. on the back of the receipt);

(ii)

copy of your HKID card;

(iii)

copy of your student ID card;

(iv)

copy of passbook/statement of your bank account which is reported on the NLSPS application form. Your full name and account number should be shown on the page;

(v)

for student using Application Form - Form 3 : copy of your certificate/testimonial of recognized Higher Diploma/Associate Degree; and

  (vi)

for students whose tuition fee level is determined by number of paid credits to be taken, letter issued by your Department/School for certifying your study status and tuition fee level (showing applicant’s name, student no., year and name of the course taken, your full-time student status and the tuition fee level in 2011/12*); or

for students who pay flat annual tuition fee : any document which can certify your name, student no. and the course taken in the year 2011/12* (both course code and name should be shown), e.g. "Notice for Re-enrolment", "Fee Payment Information".

If the 2011/12 information is not available, you can submit the most recent course information.  The SFAA may request you to provide 2011/12 information when it is available.

immediately after you submit the NLSPS application to SAO, we would give you a receipt with reminders.  Subject to the government Student Financial Assistance Agency (SFAA)'s agreement, SAO would then deliver the application in batch to her within 3 weeks;

(5)

upon the SFAA receives your NLSPS application, she would send you the "Receipt of Application".  After initial checking of your information provided, the SFAA would issue an "Acknowledgement of Receipt of Application" within 2 to 3 weeks;

(6)

if your information and documents provided are complete, you will then receive the "Notification of Result" within the coming 3 weeks.  The first batch of Notification is estimated to be issued in mid-July 2011;

(7)

return all the necessary documents to the SFAA by the deadline shown on the "Notification of Result" (late submission leads to late loan disbursement);

(8)

your NLSPS loan will be credited to your bank account filled in the NLSPS application form by two equal instalments through the government’s Treasury*, if applicable.  The first instalment will be released within 6 weeks from the deadline for return of the loan documents.  If you miss the deadline, the payment will be deferred to the next batch possibly 4 weeks later.  The second instalment (covering the remaining balance) will normally be paid in February 2012, after the re-confirmation of your tuition fee level; and

after the disbursement of the NLSPS loan to your bank account has been arranged, the SFAA will issue a "Remittance Advice" to you stipulating the amount and date of the NLSPS loan to be disbursed (=loan drawn down date).

For new local full-time self-financed degree students admitted in 2011/12

 

If you want to apply for the NLSPS in 2011/12, you can submit application during :

any implications that the payment due date of your tuition fee has been
or will be deferred by PolyU. It is your own responsibility to ensure that
