      (專上學生資助計劃)


 

Eligibility

You are eligible to apply for FASP in 2011/12 if you :

(1)

are a registered full-time student, aged 25 or below (i.e. born on or after 1 September 1985);

(2)

are engaged in full-time locally-accredited self-financing post-secondary education programmes leading to a qualification at sub-degree (i.e. associate degree, higher diploma and/or professional diploma) level or above;

 

(i)

for students engaged in a sub-degree programme, have not obtained any qualifications at sub-degree or above@; or

 

(ii)

for students engaged in a top-up degree programme, have not obtained any qualifications at degree level or above, and have obtained a locally-accredited sub-degree qualification* ^ ; (including all the sub-degree programmes covered by FASP; or

 

(iii)

for students engaged in a degree programme, have not obtained any qualifications at degree level or above@, and if you are in possession of a sub-degree qualification, such qualification must be a locally-accredited sub-degree qualification*^ (including all the sub-degree programmes covered by FASP and TSFS) ;

(3)

have not accepted financial assistance under any other publicly-funded student financial assistance scheme (e.g. the Continuing Education Fund (CEF)) for the programme/course under this application in the same academic year; and

(4)

have the right of abode in the Hong Kong Special Administrative Region (Hong Kong) or have resided or have had your home in Hong Kong continuously for three complete years immediately prior to the commencement of the course. This does not cover students staying in Hong Kong holding student visas.

Remarks

(i)

Your eligibility is restricted to only one eligible full-time course in any one academic year.

(ii)

If you are eligible to apply for assistance under FASP in the 2011/12 academic year, you may also apply for subsidy under the Student Travel Subsidy (STS) Scheme. Please refer to Appendix I of Part III of the Guidance Notes for details.

(iii)

If you are eligible to apply for assistance under the FASP in the 2011/12 academic year, you are also eligible to apply for assistance under the Non-means-tested Loan Scheme for Post-secondary Students (NLSPS). The NLSPS provides non-means-tested loan(s) to students to meet tuition fees, academic expenses and basic living expenses. For details of the NLSPS, pleases refer to Appendix II of Part III of the Guidance Notes or NLSPS Guidance Notes [NLSPS/1B(2011)] (http://www.sfaa.gov.hk/eng/public/index.htm#nlsps).

(iv)

If there is change of your student status, you may no longer be eligible for the assistance under the FASP. Upon the change is confirmed, you should immediately notify the SFAA in writing and be prepared for the repayment of the overpaid assistance, if any.

Calculation of Financial Assistance

Your eligibility for financial assistance depends on the financial position of your family. In 2011/12, your level of assistance will be determined by a two-tier means test, details as follows-

(1)

First, compare your Adjusted Family Income (AFI) against the Ready Reckoner to get the first percentage of grant/loan, then apply this percentage to (i) the tuition fee payable; (ii) academic expenses grant capped at HK$4,300; and (iii) basic living expenses loan capped at HK$37,960;

(2)

Second, compare the Net Asset Value of your family against the Sliding Scale of Asset Value for Discounting Financial Assistance to get the discount factor of grant/loan, then adjust the level of grant/loan calculated under paragraph (1) by the discount factor to get your final level of grant and loan.  Please note that the level of tuition fees grant is subject to a ceiling of HK$62,250 in 2011/12.

Notification of Change of Personal Data [FASP/C/1A(2011)] & Notification of Change of Institution/Course Data [FASP/C/1B(2011)]

 

Should there be subsequent changes in your information provided after the submission, e.g. you withdraw/defer/suspend study, your tuition fee level will be changed, etc. you should immediately notify the SFAA in writing (you may use the above forms). For details, please refer to the Guidance Notes .

   

 

 


 

2011/12 Application Procedures

Before submitting the FASP application, please:

(1)

make sure that the information and supporting documents provided are complete and true*;

(2)

in case there is/are supporting document(s) not yet available, you must fully state in the part “Additional Information by Applicant”.  Once the said document(s) is/are available, you must take the initiative to submit it/them immediately to the SFAA by fax/mail/in person. Please download the form FASP - Provision of Supplementary Information/Documentary Proofs [FASP/AP/1(2011)] as the cover page. To avoid loss of documents, please write your name & ID number on every page of the documents).

Please note that at the time of submitting application, if you fail to report/attach the required information/supporting documents in/to your application form, and the information/supporting document is only reported/provided upon the SFAA’s enquiry, this would be treated as a misrepresentation and/or omission in your application;

(3)

make use of the "Checklist of Supporting Documents"  on the application form to help ensure that all supporting documents are attached;

(4)

keep a copy of the completed FASP form and all submitted documents for future use or reference; and

(5)

punch the top left corner of the form and the supporting documents and then use a piece of file string to link up the (i) register label and mailing label, (ii) completed form and (iii) copies of all supporting documents in a sequential order.  Reference can be drawn to the Checklist in the form.

 

* Reminder

It is your responsibility to complete the application form fully and truthfully and

attach all the supporting documents.  Any misrepresentation or omission may lead to rejection of your application(s) and/or full recovery of financial assistance already offered.  You and your family members may also be prosecuted.

The normal application period is over.  If you want to submit late application, you should write a letter addressed to the Student Financial Assistance Agency (SFAA) for explaining reason(s) of being late and submit it together with the completed application form and all the supporting documents to SAO at Room ST314 (Submission time: Mon - Fri 9:00 a.m. - 12:30 p.m. and 2:00 p.m.- 5:00 p.m.; except Public Holidays) as soon as possible and not later than 30 December 2011. 

   

(2)

For eligible new local full-time self-financed degree students admitteed in 2011/12 

 

If you want to apply for the FASP in 2011/12, you should submit application during :

Due to the resource constraint of the SFAA, after collecting your late application, we would deliver them to the SFAA until she announces the time slot for collecting late application for new students (it may fall in late November/December 2011).  Therefore, all the late applications are estimated to be handled in late November/December 2011 the earliest.
