Implementing Outcome-Based Education: Where Are We and Where Are We Going?

Abstract:
PolyU made a strategic move to start adopting Outcome-Based
Education (OBE) during the Curriculum Revision exercise in 2004. In the
past three years programme teams and subject teachers diligently
revamped the curriculum for implementing OBE in the programmes and
subjects. Many colleagues have since clarified student learning
outcomes; aligned curriculum, teaching and assessment with the
outcomes; tackled problems arising from "teaching" and "assessing"
generic outcomes; and implemented criterion-referenced assessment.
At
the same time, UGC is also promoting outcome-based approaches to
student learning, and has urged the universities to give due emphasis
to students' achievement of learning outcomes when they develop the new
four-year undergraduate curriculum. The educational quality audit to be
conducted in all the UGC-funded institutions by the newly established
Quality Assurance Council of UGC will focus on the same subject.
Outcome-Based
Education is definitely a long-term commitment for PolyU and higher
education in Hong Kong, and thus it warrants academic staff's
continuous attention and efforts. For PolyU, we may find it useful at
this point of time to reflect on where we are and where we are going in
this important endeavour. This workshop is planned to help colleagues
to review their progress and accomplishments in implementing OBE, and
to identify the way forward. Meanwhile,
University Management has earmarked a special fund, the OBE Fund, for
projects related to the development of strategies and methods for
implementing OBE in programmes and subjects. DLTC Chairs, programme
leaders and colleagues who intend to apply for the fund will find this
workshop useful in assisting them with fund application.
