Municipal Solid Waste (MSW) Charging Trial Scheme @PolyU

The Hong Kong Polytechnic University (hereinafter “PolyU”), being one of the first institutions who signed the Waste Check Charter, was invited by the Environmental Protection Department (hereinafter “EPD”) to participate in a 3-month trial for the future Municipal Solid Waste (hereinafter “MSW”) charging scheme arrangement.

The trial will last from 1 September to 30 November 2016. During the trial, Main Campus and Block Z will rehearse the waste collection and quantifying process following the “Pay as You Throw” concept under the MSW charging scheme. The experience gained in this trial will provide a useful reference for PolyU in preparing for the future implementation of MSW charging and identifying waste reduction opportunities. Feedback will also be provided to EPD for the improvement of the charging scheme.

At the same time, PolyU will take this opportunity to encourage waste reduction, source separation and recycling on campus through internal publicity and education. Further to the internal discussion by the PolyU MSW Charging Trial Committee, the following MSW collection, quantifying and projection of charges mechanism are proposed for the Main Campus and Block Z. No charges will be incurred to Departments & Offices during the trial period.

  • Main Campus – By Weight 

    All waste collected by cleaners from each zone are disposed to the refuse sub-stations located at the Main Campus and then delivered to Government’s West Kowloon Transfer Stations (WKTS) for subsequent disposal at a landfill. The arrangement on campus will be made to measure the weight of waste generated for each zone. The waste collected will be weighed and charged normally at the landfill (so-called “gate fee”).

    Future MSW disposal charges will be estimated based on the corresponding weight and gate fee.

  • Block Z – By Volume 

    All waste collected by cleaners using designated bags supplied by EPD on each floor are transferred to the refuse room on the ground floor of Block Z and then collected by Food and Environmental Hygiene Department (FEHD) refuse trucks. The arrangement will be made on campus to measure the weight of waste generated for each floor before collected by FEHD.

    Future MSW disposal charges will be estimated based on the types and amount of designated garbage bag required for the collection of waste.

Planning and review of this MSW Charging Trial are carried out by the PolyU MSW Charging Trial Committee while the MSW collection will be conducted by Facilities Management Office (FMO) cleaning contractor.
